Job summary
This is a Fixed-term Appointment as a Change Programme Manager in the Future Plans branch of HQ Home Command. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is to deliver the IRONSIDE project, which has a completion date of March 2025. This post will therefore begin on your appointment and will end on 31 March 2025. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting, you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties, then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.
If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan, you will return to your home (OGD) department. The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.�
Home Command delivers the Army�s Foundation (recruiting, basic training, HR services, firm base services), and under Project IRONSIDE is conducting a strategic campaign to optimise and modernise. Change Branch is the lead for Project IRONSIDE. The post will work to the Branch Head to manage, cohere and drive the various transformation work-strands across the organisation and into Home Command, in order to deliver greater effectiveness, productivity and alignment.
Job description
Design and deliver Home Command's strategic approach to transformation and change.Design and implement the transformation portfolio, liaising with stakeholders within Home Command, Army HQ and other agencies as required.Design and implement a controls framework to effectively plan, schedule, resource and monitor the transformation portfolio.Identify and manage risks, issues and inter-dependencies across the transformation portfolio.Design and implement appropriate governance and assurance arrangements to ensure the delivery of agreed benefits.Design and implement the benefits strategy.Design and implement communications and engagement plan.Work across Home Command to build and maintain a transformation Centre of Excellence within Home Command including identifying lessons learned and the implementation of standard working practices.Deputise for the head of Future Plans.This position is advertised at 37 hours per week.
