The Department for Business & Trade (DBT) has overall responsibility for supporting British businesses to invest, grow and export, creating jobs and prosperity across the UK.�

The Future Enterprise Resource Planning and Shared Services Provider (FESSP) programme looks to unlock the future potential of finance and HR service provisions. The programme sets out to upgrade and replace DBT�s current HR, finance, and payroll domestic system. In addition, FESSP will transform our supplier of transactional, back-office activities (shared services currently provided by UKSBS). This will simplify, streamline, and improve the services HR and finance provide that enable staff to do their jobs.�

The FESSP team is also an integral part of the Matrix Programme, which is a transformation initiative involving the Cabinet Office, Department for Science, Innovation & Technology Department for Culture, Media and Sport, Department for Education, Department for Health and Social Care, Department for Business & Trade, Attorney�s General Office and HM Treasury and the Department for Energy Security & Net Zero.��

The Matrix Programme aims to deliver the Government's three overarching objectives for shared services:�

Better experience for all users - intuitive systems that are easy to use and mobile-enabled.Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.�Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

We are looking for an experienced and enthusiastic Business Change Officer to join our Change, Communications and Engagement (CCE) team to support the programme in designing and delivering effective and inspiring change activities. This is an exciting opportunity to drive change management strategies with key stakeholders across government and work in a high-profile fast-paced programme, where no two days are ever the same.

Job description

This vital role will include supporting the FESSP team with change delivery across DBT, where you will be an integral part of the CCE team and working alongside the wider CCE teams within the Matrix Programme. You will have the opportunity to support and lead on a wide array of activities, taking a real people focused approach to impact assessing, network building, business mapping and delivery preparation.

You will be working with the programme team to:

Develop the required business change products, including working with the business to progress Change Impact AssessmentsDrive forward our understanding of the effect of these changes on our people, and plan necessary activities to empower our department to engage with the future HR and finance provisions.Support and lead on engagement with key contacts to ensure products such as business mapping and personas are fit for purpose, giving an accurate baseline for the programme to build on.Work as part of the dedicated CCE team to create and maintain the change and comms plan as they relate to business change activities.Create content for engagement workshops relating to business change across the role�s areas of responsibility.Support the Change Lead to identify, qualify, and update the business readiness criteria before implementation through effective communication and engagement with the business throughout the programme.

Key to this role is the opportunity to build and maintain a strong professional relationship with the wider change profession in DBT and across the Civil Service. Where you have the platform to champion the use of best practice and provide expert advice for team members and the wider project community.

Person specification

As a Business Change Officer you will have experience of contributing to and implementing change management plans and applying change management will have worked in an environment where you have supported the successful management of the impact of change on people with a focus on identifying individual requirements for adoption and ability to tailor your approach accordingly. You will be able to demonstrate this through a sound knowledge of developing internal communications.

You are experienced in collaborating with stakeholders to gain agreement/acceptance, can recognise resistance to a notable change and are comfortable working with the Change Lead on suitable solutions.

You have some understanding of benefits identification and realisation and their importance within a project.

You will be a proactive, self-motivated individual who is keen to make a positive impact, with strong organisational and time management skills and excellent verbal and written communication abilities.

Essential Criteria

An understanding of business change and its implementation with demonstrable change management experienceExperience of supporting, or facilitating, the delivery of workshops across diverse groups in a hybrid environmentExperience in all aspects of stakeholder engagement, including developing relationships with multiple stakeholders and evidence of creating relationships that deliver positive change outcomes.Working knowledge and good understanding of managing change activities to a structured frameworks and utilising appropriate methodologiesExperience of projects/programme focused on delivering cultural change.

The ability to produce stakeholder-specific content and analyse data from a range of stakeholder groups in a standardised format.APMG Change Management Practitioner or equivalent qualification (or agreement to work towards)Experience of working on a Shared Services delivery programmeUnderstanding of benefits management objectives and activities
