The People Capability & Change (PC&C) Directorate provides direction, drives change and delivers the Department�s resourcing priorities. You will play a pivotal role in leading the Resourcing Hub to effectively resource DLUHC with the right people with the right skills. This means a real focus on customer service and attention to detail, ensuring that we provide high quality resourcing advice and consultancy support.

As the Head of Recruitment, this role leads on Departmental recruitment strategy and delivery. This means setting direction, managing competing priorities and supporting an excellent team. As team leader, you will continue to build and grow capability and resilience of the team.

Job description

* Leading performance through clear and accurate metrics to track progress against key performance indicators.

* Lead the programme of continuous improvement - continuously looking for ways of removing or reducing bureaucracy by utilising technology to streamline processes and improve the user experience.

* Delivering our strategic workforce planning priorities through recruitment strategies including setting and delivering bold attraction and selection approaches.

* Continuing to embed a culture of innovation in our recruitment and building manager confidence and capability to attract, retain and grow top talent and diversify our workforce.

* To ensure that DLUHC continue to build strong relationships with CS Commissioners and Public Sector Resourcing colleagues � continuing to comply with the CS Commissioners principles and IR35 legislation.

* To seek feedback and evaluate the current approach to test how this can be strengthened in the future � utilising benchmarking and recruitment feedback surveys � and acting on insight.

* To adopt a creative, outward and forward-thinking approach � having a strong awareness of innovative trials and how they might be applicable to the Department and wider CS.

* Deliver excellent value for money with ownership of the recruitment budget and monthly forecasting. As the team leader, you will demonstrate effective decision making relating to spend.

* Overall responsibility for the contract management relationship with suppliers � ensuring that we develop excellent collaborative relationships whilst continuing to hold suppliers to account on delivery and provide user insight/feedback to improve services.

Person specification

*Excellent leadership skills with a proven track record of motivating and leading teams through change in a fast-paced environment.

*Exceptional communication and stakeholder engagement skills, with the ability to influence up to the most senior levels whilst also having the confidence to remain firm under challenge.

*Experience of leadership in the context of operational or strategic recruitment. Be curious, confident and focused on creative solutions � with a strong drive for delivery. Ensuring processes are efficient, identifying and driving forward more agile and innovative improvements across teams.

*Substantial experience utilising data analytics to drive evidence-based decision making and improvement.

*The ability to build effective relationships and work collaboratively with colleagues across government to deliver against challenging timeframes.
