Job summary

The Planning Casework Unit (�PCU�) within the Chief Planner�s Directorate administers and determines applications relating to 40 different types of planning casework. This includes decisions on whether to call in planning applications, confirm a compulsory purchase orders, EIA screening, or whether to grant planning permission, among other things. These decisions may be very high profile and complex in nature, and cover a wide range of policy issues such as housing, prisons, design, energy, minerals or climate change. PCU advises the Secretary of State and other Ministers on those cases which require a Ministerial decision. PCU is based in 11 locations across the country, and this post reports to either the Team Leader responsible for jurisdictional casework.

The post-holder willsupport the delivery ofa high-quality service to Ministers, so that they can make informed, legally sound casework decisions, as well as managing casework decided under delegation. Ministerial casework often involves very high-profile and controversial casesand to advise on these cases the post-holder will need a high level of political awareness as well as sound technical planning knowledge and an attention to detail.

We are currently seeking particular expertise relating to Environmental Impact Assessment or decisions on whether or not to grant planning permission.

Job description

The post-holder will be responsible for advising and determining a variety of planning casework. These include decisions on whether to grant or refuse planning permission for proposals; jurisdiction cases (including whether to call in or recover applications or appeals for Ministerial decision); substantive decisions on compulsory purchase orders; EIA screening and scoping; requests for revocation, and a number of other case types.

The post-holder will be closely involved with the senior management of the PCU and will act as a leader within the wider teams they are part of. They will empower their team members, who may work across a variety of different locations, working effectively together in an inclusive environment. Ministerial casework often involves very high-profile and controversial cases and to advise on these cases the post-holder will develop and maintain political awareness, and sound technical planning knowledge would be required.

The post-holder will be responsible for:

Assuming a leadership role within PCU, with line management responsibility; Prioritising their own portfolio of cases, as well as managing the flow of cases within the team, to ensure cases are determined within defined or statutory deadlines; Being a lead and becoming a centre of knowledge within PCU on particular specified case types; Preparing advice to senior officials and/or Ministers on major cases, and making decisions on a range of casework delegated to officials for decision; Providing quality control and assurance on draft casework decisions compiled by direct reports or by the within the Unit, while ensuring the quality of their own advice remains equally high and legally robust; Seeking opportunities to improve case handling and business delivery as part of a push to deliver a professional and high-quality service and to promote the PCU as a centre for excellence; Ensuring they and others act properly and maintain political awareness in dealing with some of the most high-profile and politically sensitive cases in England; Undertaking any other duties required by the line manager, which are within PCU�s responsible functions.

Person specification

Qualifications and experience

Has sound experience of working in planning or a related field, and has developed technical planning knowledge through that experience; AND Is a full member of the Royal Town Planning Institute or the Institute of Environmental Management and Assessment, or will qualify to apply for such membership.
