Job description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working todeliverthe strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:

1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.

2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.

3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney�s General Office (AGO) and His Majesty's Treasury (HMT).

Person specification

Short Summary:

We are looking for two experienced Cutover Leads to join the Matrix Technology Implementation team to drive the cutover preparation and execution phase by working closely with the wider Technology Project Management team, stakeholders within departments and third-party suppliers to ensure a smooth transition within the Matrix Programme.

This is an exciting opportunity to work as part of a multi-disciplinary team of consultants and civil servants, working across nine departments with a wide range of stakeholders, consultants and technical specialists to implement user centred back-office services for HR, Finance, Payroll & Procurement supporting technical integration and cross Government inter-operability.

Key Responsibilities include but not limited to:

� Lead cutover planning in a complex programme of activity with competing priorities and multiple needs, whilst working at pace.

� Use appropriate PPM methodologies to, identify, monitor project risks and issues, applying mitigation, controls and escalation as appropriate.

� Contribute to effective governance, transition planning and execution, utilising appropriate delivery methodologies including between programme phases to manage change effectively.

� Provide assurance to the Technology Pillar leadership team, that the technical cutover planning is compatible with the wider programme aims and timelines.

� Delivery of key cutover deliverables , resource plan, detailed cutover plan, rollback plan, action logs, post-go live user adoption plan etc.

� Lead and connect all parties involved in the cutover activities to ensure the creation of integrated solutions and plans meet organisational change management guidelines and priorities.

� Working closely and collaboratively with colleagues in Strategy, Change and Engagement to ensure effective communication and engagement with programme. stakeholders, developing and maintaining key relationships and working in partnership to resolve problems.

� Working closely and collaboratively with colleagues across the Technology Implementation team to ensure accurate status reporting.

� Form and maintain relationships with stakeholders, providing technical support and guidance as appropriate.

� Manage multiple stakeholders including external suppliers whilst maintaining a complex and competing set of inter-dependencies

� Work with technical specialists from old and new shared services providers to ensure smooth transition

Skills and Experience�

Required criteria

� You will have a track record of working in cutover, working in a large-scale project/programme-based role.

� Knowledgeable, with an in-depth understanding of the cutover activity throughout a project lifecycle.

� Experienced in successfully delivering cutover planning and execution through multiple programme phases.

� Excellent communication skills with a proven ability to communicate effectively to all levels within an organisation.

� Experience in engaging with and communicating to senior leaders in stakeholder organisations.

� Experience of consulting with senior stakeholders to provide analysis and recommendations.

� Strong written and verbal communication skills, with strong personal impact and the ability to influence, challenge and collaborate across boundaries.

Desirable criteria

� Knowledge and experience of working with tier 1 ERP technologies (SAP, Oracle, Workday or MS Dynamics)

� Understanding of technical system to system interfaces co-ordination and run time management MS Project, Excel, PowerPoint and Word
