About the job

This role leads the planning and specification of amended plans for Major Engineering Works. It provided train planning expertise, management representation and technical support so that major items of work can be effectively delivered to cost and programme alongside the safe, efficient and operationally robust operation of appropriate levels of train service. A large part of the role involves liaison with other TOCs and FOCs to assist in the development of a train plan and associated capacity studies in conjunction with Network Rail Capacity Planning and Wessex Route in a robust and effective manner. The successful applicant will lead a team producing detailed briefing information for SWR and external parties in respect of train service changes so that proposals are fully evaluated liaising with projects and planning teams, SWR delivery functions and Network Rail, to ensure supporting arrangements are in place to enable robust implementation of train services, associated resource and passenger handling plans in connection with major possessions.

Your main responsibilities will be:

  • Development of capacity studies, timetables and associated resourcing plans for major possessions determining the optimum train service that can be operated robustly whilst enabling work to be delivered in an efficient manner.
  • Determining the effect on SWR services, resources and costs / losses ensuring necessary plans are in place to contain business impact. Preparation of briefings and papers for Exec, TRIG and other forums detailing options and impacts of significant engineering works.
  • Identify the planning implications of major possessions, seeking resource allocation from the TPU team and then managing such assigned resource in compilation of the operational plan.
  • Undertake reviews and share learning from major possessions to gather learning for repeat or similar instances of work.
  • Undertake other duties as directed by the Engineering Strategy Manager
  • Line management of two x CO4 Engineering Works Planning Clerks
  • Support the Engineering Works Planning Manager in periods without major possessions with production of engineering work summaries.
  • Develop robust specifications for amended train plans and their resourcing, co-ordinated with other TOCs and FOCs as necessary, reflecting project governance timescales, Informed Traveller and other industry and company production deadlines being optimised to balance the needs between customer service, productivity, resource availability and utilisation and robust operational delivery.
  • Determination of optimised operational plans concerning train services and their resourcing with associated mileage, rolling stock and traincrew cost implications.

As a minimum, you will need to have:

  • Educated to degree standard or with relevant industry experience equating to MIRO standard
  • Good knowledge of all aspects of train planning so as to able to understand and communicate business implications including contractual, customer service, fleet and traincrew implications of all train plan changes.
  • Understanding of infrastructure constraints and operating methods as pertaining both to the permanent network and that during engineering possessions.
  • Experienced in building good working relationships and influencing TOC delivery functions as well as Network Rail train planning, engineering planning, current operations and project development teams as well as other TOCs and FOCs.
  • Possessing good management skills including judgement and leadership. Experience in leading and managing a team.
  • Developed understanding of infrastructure constraints and operating methods as pertaining both to the permanent network and that during engineering possessions.

About the location

South Western Railways HQ is based on the 4th Floor at South Bank Central, a stone's throw from the River Thames and a 10 minute walk from our busiest station, Waterloo. It is local to many well-known attractions, restaurants and retail facilities and is easily accessible by public transport.
