Interim SEND Inspection Lead

£500 - £550 a day

This is a key role within the Education and Skills Directorate working alongside and reporting into the permanent Head of Service, SEND & Inclusion. There will be flexibility in developing the role to respond to demands in the system.

You will provide countywide strategic leadership and responsibility for the improvement plans within SEND & Inclusion. These include the implementation

of the DfE SEND & Alternative Provision Change Programme, the DfE Delivering

Better Value Programme alongside the West Sussex SEND & Alternative Provision Improvement and Transformation Plan. The role will ensure that our improvement work remains ambitious to improve efficiency of SEND services and secures excellent outcomes for children and young people.

You will work closely with the SEND & Inclusion senior leadership team and all services within the Children and Young people Directorate, senior health leaders from the Sussex Integrated Care Board and members of the SEND & AP Partnership Board as a subject matter expert. You will also be at the forefront of delivering a service to overcome inequalities in provision and achievement by establishing and sustaining effective relationships with all partners to bring about continuity of pathways for all our children and young people with SEND to prepare them for adulthood.

The key function of this role is to lead the change programme required in response to the government's 'SEND and Alternative Provision (AP) Implementation Plan' and improve the provision and support available for children and young people locally. West Sussex local authority is part of the Regional Expert Partnerships that are testing out and piloting aspects of the Implementation Plan, this role requires the postholder to work with the Department for Education and other local authority areas to inform the development of our Local Inclusion Plan.

The postholder will be need to co-design and produce plans and services with parent carers and children and young people. You will be responsible for working with staff, schools, internal and external partners to deliver this element of our education services. They will be a highly effective leaders and manager who is committed to securing the best outcomes for children and young people. The role will require the management of resources, high quality programme delivery and an ability to work skilfully across teams and partner organisations. This is an exciting opportunity for someone who has the skills and ambition to deliver high quality and sustainable service improvement and provide accountability, support and challenge.

The post holder needs to be highly organised and creative. Ideally, you will have experience of successful development and implementation of improvement plans as well as the ability to influence stakeholders and create innovative and creative strategies to make sustainable service improvements.

  • Lead the delivery of a change programme to implement key aspects of the government's 'SEND and Alternative Provision (AP) Implementation Plan' across our services and with partners.
  • Lead the development of a Local Inclusion Plan for West Sussex, ensuring alignment with our SEND Strategy.
  • To line manage a team of professionals delivering projects within the improvement programmes and will take responsibility for ensuring effective resources management.
  • Provide efficient and highly effective strategic leadership across the service area, adapting style to reflect the diverse needs of the team. Role modelling the use of coaching behaviours in performance conversations to identify goals, wellbeing, and development needs.
  • Coordinate services, internal and external partners to achieve key deliverables in line with government plans, Council plan and priorities, delegating and empowering decision-making to the appropriate levels within teams as required.
  • Co-design and produce plans and services with parent carers and children and young people.
  • Efficient management of resources, high quality programme delivery and an ability to work skilfully across teams and partner organisations
  • Continuously monitor, evaluate, and improve service delivery, taking strategic action, informed by outcomes and service user feedback.
  • Prepare reports and briefings for Senior Officers, Members, Cabinet, Scrutiny
  • Committees, Panels and Consultative Groups as required.
  • Regularly undertake activities to engage and build trust with people involved in all areas of work, communicating complex information to a range of audiences.
  • Keep up to date with best practice, providing and facilitating learning opportunities within your specific field.
