Job summary

The Risk, Control and Financial Accounting Directorate (RCFA) is part of the Chief Finance Officer (CFO) Group within HMRC. The activities of RCFA Directorate include accounting for all HMRC activity; responsibility for HMRC's strategic risk management process and Departmental assurance; and responsibility for maintaining and assuring finance processes and associated controls across HMRC. The directorate is heavily involved in projects to transform our finance processes and systems and is also responsible for the finance profession across HMRC.

Job description

The Deputy Director Risk and Control will lead the HMRC centre of excellence for risk and control, reporting into the Chief Risk, Control and Financial Accountant, (HMRC's Chief Risk Officer) and deputising where necessary.

This strategic leader will use their business acumen and confident senior stakeholder engagement skills to both influence senior stakeholders across HMRC and challenge them on their accountability for enterprise risk management.

The role supports the Chief Risk Officer in using risk management to make a real difference at the highest level, as well as assuring that HMRC's governance and controls are robust.

Person specification

The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria throughout their CV and Statement of Suitability application.

Essential Criteria:

  • Relevant qualification: either ERM certified in Enterprise Risk Management, or a qualified accountant or a qualified internal auditor (CIA)
  • Proven ability to build and maintain strong relationships with senior stakeholders outside your line of command
  • Extensive experience of using risk management frameworks, methodologies and tools within a large complex organisation.
  • Experience at assessing risks and associated assurance, identifying trends and linkages and reporting these to Board level governance groups
  • Proven ability to lead and manage high performing teams through a period of change

Assessments:

If shortlisted for interview, you will be asked to take part in a Staff Engagement Exercise (SEE) and an Individual Leadership Assessment (ILA).

Assessments don't result in a pass or fail decision. Rather, they are designed to support the panel's decision making and highlight areas for further exploration at interview.

Full details of the assessment process will be made available to candidates if shortlisted for interview.

Interview:

You will be asked to attend an interview for a more in-depth discussion of your previous experience and professional competence.

We will also ask you to prepare a 5-minute verbal presentation. Details will be issued in advance of your interview.

Interviews are expected to take place week commencing w/c 07/10/2024 and will be held 100 Parliament Street, London (full instructions will be issued prior to interview).
