This role is a unique and exciting opportunity to work in the newly formed Commercial Estates team, which is a standalone property team dedicated to the estate and property management of this prestigious estate.
The aim of this important team is to generate long term income and financial returns for the council to help provide excellent public services for Bath & North East Somerset.
The organisation
Bath & North East Somerset Council is the local council for the district of Bath and North East Somerset.
B&NES was created in 1996 and covers the City of Bath and includes the areas around Bath as far as the Chew Valley. The city has more than 6,408 listed buildings of which 663 are Grade I and Grade II* and include the Roman Baths, which is owned by the council.
The property portfolio spans the main asset classes including retail, leisure, offices and industrial with the largest proportion made up of prime retail within the historic centre of Bath.
The opportunity
The successful candidate will have the opportunity to work in a unique position where you'll get to play an important part in the portfolio management of a some fantastic investment properties.

The position
Reporting to the Commercial Estate Operations Manager, the Senior Estates Surveyor will act as a member of the Commercial Estates' team and will take on a high degree of responsibility for carrying out the estate management duties for the property portfolio.
The position will undertake estate management work to include (but not limited to) landlord's consent requests, planned maintenance, service charges, section 20 notices, insurance claims, dilapidations, breaches of tenant's lease covenants, property appraisal and landlord and tenant matters.
In addition to being 'hands on', the successful candidate will be expected to take a strategic overview of the Council's property resources and work as part of a team to be committed to achieving departmental targets together.
The main place of work will be the fantastic and RIBA award-winning, Civic Centre in Keynsham designed by AHR in 2015 with outstanding sustainability and includes a library and information centre as well as 20,000 sq ft of retail and hosts many local amenities nearby.
The location is halfway between Bath and Bristol, easily accessible via car or public transport, with a train station 5 minutes' walk away.
Generally at least one day per week will be required in the office but this depends on the service needs and individual cases.
Main responsibilities:

Activities may include:management and enhancement;in the procurement of services such as building maintenance, repair, and specialist services; andmonitoring of expenditure to achieve best value.help gather, collate, evaluate and present statistics and information on the financial and functional performance of the property in the team's care.act as a senior advisor to the line manager with responsibility for expertise on agreed areas of professional practice and technical information so s/he may act in an informed and effective manner. In such circumstances the postholder will exercise substantial delegated financial authority in complex and difficult negotiations in order to secure the most advantageous terms for the Council.carry out all types of valuations in respect of properties as necessary to meet capital accounting requirements and various client requirements.Postholder will be expected to act mostly on his/her own initiative once he/she has agreed a work programme with the line manager. S/he will be responsible for the achievement of agreed financial & operational targets and will be expected to call upon the line manager for only minimal support and guidance.advise the line manager of potential conflicts in objectives and to present viable options for their resolution.deputise for other Surveyors/line manager when requested to do so.The candidate (RICS) with relevant General Practice post qualification experienceaccredited degree in Real Estate, or similarteam player who with a collaborative work style.ability to be proactive, think creatively and identify development opportunities and continuing ways of improvement.influencing and negotiating skills, with a strong background in property management appropriate to the designated portfolio for this post.strong background in landlord and tenant, service charges, planned maintenance, charging of rents and other outgoings.Skills and experienceThe ability and flexibility to work across and support a wide range of professional property services within the Council and the ability to work with other partner or commissioned organisations.
Good written and oral communication skills.
Highly numerate, with the proven ability to understand, analyse, interpret, and explain complicated information and data.
Experience in the use of QUBE or other property-based data systems.
The ability to contribute to the development of new and existing systems and processes.
Strong IT skills including Microsoft Office and an ability to manipulate data in excel to produce relevant management information.
