With plans to see SP Energy Networks (SPEN), part of the ScottishPower Group, look to invest over £5bn in transmission projects across our transmission network in central and southern Scotland by 2030, the Transmission Commercial team will play a key role in supporting SPEN to work at pace to deliver the transmission network that is required to support ambitions Scottish and UK Government 2030 targets.

The Project Development Manager is responsible for leading and developing a multi-disciplined team to deliver major Capital investment projects within the SP Transmission licence area. It is vital that projects are delivered with a key focus on safety in all respects whilst achieving a high standard of quality and delivering the outputs of the RIIO T2 programme while maximising capital efficiency against allowance.

This position has circa 12 direct reports and up circa 3 indirect reports.

What you'll be doing

Responsible for the effective team management of circa 12 direct reports including performance management, and other ensuring other People processes are followed including identifying and implementing training and development requirements to ensure delivery of key project outputs and incentive mechanisms are in line with business targets.

Contributing to the out-performance of the RIIO T2, and future RIIO T3, price control settlements by identifying, promoting and implementing innovation, business efficiencies and value engineering across the project portfolio, you will confirm accurate capital expenditure forecasts and output projections on all portfolio projects, with full accountability for project, contractual and financial governance within project portfolio.

Promoting and implementing external/internal stakeholder engagement and community liaison for project portfolio, you will comply with the SP Energy Networks Integrated Management System required for the professional and efficient delivery of the investment programme, including externally accredited systems for Health and Safety, Environmental and Quality management.

Additional responsibilities will include:

Ensuring a quality product is delivered successfully in compliance with quality procedures and inspection, witness, and test plans. Confirming project information is recorded accurately in line with required policy and associated timescales. Driving continual improvement behaviour by identifying lessons learned and sharing these with the wider business. Project and contract reviews carried out timeously, to inform improvements for the investment programme. Ensuring best project management practice and behaviour is implemented across project portfolio including programming, financial control, change management and reporting. Maximising the value of team by effective leadership and professional development of staff. Assisting team in delivering excellent customer service with a specific focus on ensuring the needs/requirements of developers are achieved. Leading on all SPT aspects of the ATQ (Approval to Quote) process, ensuring all offers provided meet the expectations of both the developers and strategic requirements for SPT. Assisting in the delivery of regulatory incentives through the successful management of SPT's moments that matter surveys. What you'll bring We are looking for individuals who have significant experience in a line management position managing multidisciplined teams, alongside project managing large scale infrastructure and/or customer projects. You will have working knowledge of the technical characteristics and workings of the Electricity Transmission System, along with the following: A working knowledge of health, safety and environmental legislation, including CDM. Experience and knowledge of the development phase of projects including pre-application and ATQ processes. Understanding of the commercial requirements of TOCO and TORI documents including how changes to agreements are managed. Working knowledge of customer portal and Apollo systems. Developed negotiation and communication skills. Ability to devise solutions to complex problems and challenges. To be successful, as minimum you will need to demonstrate: Engineering qualification (BSc/BEng) OR postgraduate qualification (MBA, MSc) OR 2 years management experience and HNC level qualification. Experience in a programme management environment of multiple projects and discipline. Experience of managing a complex programme of contracts, multiple work programmes and commercial contracts.
