Engineering Technical Manager
(Location: Remote / Home based)
The role: A new and exciting opportunity has arisen at the OPA, as we seek to appoint an Engineering Technical Manager. This newly created role reports directly to our Engineering Director and entails strategic leadership, support, and management a group of Discipline Specialist Engineers who function as Technical Authorities for the organisation. A single Technical Authority exists for the Process Engineering, Electrical Engineering, Control and Instrumentation, Mechanical Static Equipment, Rotating Equipment and Civil Engineering. The function of the Technical Authorities role is to ensure Engineering Projects within the OPA Engineering Programme, as well as our Major Projects Programme, are successfully completed to meet the agencies technical requirements, to align with the overall OPA Strategy, and in full compliance with both company standards and all relevant legislation.
The Specialist Engineers support engineering activities on the assets managed by the Agency and there is a requirement to provide technical expertise to assist a number of projects and engineering works at any one time, primarily on the 6 Naval OFD’s (Oil Fuel Depots) and Salt Cavern site in the UK, the OFD in Singapore, as well as providing guidance to front line commands on any other assets/sites here in the UK or Overseas, and other such development opportunities as they arise.
There will be a need to build and maintain strong credible working relationships with all internal stakeholders, as well as our external stakeholders, including HSE, EA/SEPA, Navy Command, DIO, Air Command, UK Stratcom, BDSSU and our MOD Sponsors.
Some travel with overnight stays to our other UK sites will be required, therefore a full (preferably) clean driving licence is essential for this role. There will also be a requirement for occasional overseas travel.
Responsibilities.
* Work closely with other stakeholders to align engineering resources to ensure overall business objectives are achieved,
* Responsible for co-ordinating and prioritising tasks, assigning resources to ensure technical support to all internal and external customers is delivered on a timely basis.
* Provide management support and guidance to the Specialist Engineers when required to overcome challenges and find innovative solutions,
* Ensure that Engineering Projects are completed in line with company standards and relevant and UK / European legislation, ATEX, PLSG, API, EEMUA etc., to allow future operation by OPA,
* Support the Specialist Engineers in ensuring input is provided by OPA for Scope of Works for Engineering Projects for tendering processes and to be a Technical SME in reviewing bids as part of the tendering procurement processes,
* Assist in the development of budgets and forecasts for Engineering Projects,
* Liaise with other members of the Engineering Team, Operations Team, Major Projects and Competency Team on standards and codes,
* Assist in the selection of suppliers in line with relevant legislation and Agency procedures,
* Produce detailed programme of works/Gantt charts etc. to monitor progress,
* When required deputise for the Engineering Director,
* Act as Duty Manager for ‘out of hours’ emergencies on rota basis.
The candidate:
Candidates must hold a Technically related degree (e.g. Mechanical, Electrical etc) supplemented with a broad range of additional engineering/technical knowledge and experience ideally gained within a COMAH regulated industry/operation. Experience in leadership of technical specialists would be beneficial, and you should already be chartered or working towards chartership with a relevant Institution.
Knowledge/Skills:
* Able to demonstrate good management / people relationship skills, ideally gained in the management of teams of multi-disciplined professional engineers.
* Solid understanding of good project management principles.
* Ability to develop new ideas and solutions and have an awareness of current and new emerging technologies,
* Working knowledge of current legislation relating to industry such as API, EEMUA, ASME, ATEX, BS, PSLG, COMAH, CDM etc
