The role


As the Strategy and Engagement Officer you will be responsible for supporting the development of strategies, business plans and stakeholder engagement for the local Police force within the square mile. Your objective is to ensure that the City of London Police’s local strategic aims and priorities are appropriately reflected in all departmental business plans. In addition you will provide research, analysis and policy development support on specific policing areas.


Key responsibilities:


  • Inform setting of Policing Plan priorities through engagement and consultation with internal and external stakeholders and contribute to the annual refresh process.
  • Produce reports on progress and delivery of strategies for inclusion in briefings and papers to a range of governance boards, and contribute to the production of the City of London Police annual report.
  • Acting as a business partner for a selection of departmental strategies and promoting opportunities for strategic collaboration across the directorate and wider organisation.
  • Undertake consultation with internal and external stakeholders to ensure strategies are developed to align with the Policing Plan, external strategies (eg Policing Vision, Serious Organised Crim Strategy, Fraud Strategy etc).
  • Undertake research, draft and coordinate contributions to briefing notes, presentation materials, speeches, consultation responses, reports, parliamentary select committee enquiries or specific areas of interest of MPs and Corporation Members, and other documentation as directed.
  • Manage and coordinate the implementation of a strategic stakeholder engagement plan working in partnership with the City of London Corporation and other key partners, ensuring alignment and reducing duplication.
  • Deliver stakeholder engagement activities including ministerial visits, events, stakeholder consultation workshops, and conferences, ensuring high levels of professionalism and delivery against strategic objectives


We are looking for a candidate with the following attributes:


  • Educated to at least degree level or equivalent or ability to evidence vocational qualifications or demonstrable successful experience in a business or strategy related field.
  • Excellent written communication skills and ability to build an argument based on evidence for a range of products including briefings, reports and business cases
  • Analytical, strategic and creative-thinking skills, with the ability to become familiar with key issues quickly and confidently to propose solutions best suited to organisational and public needs
  • Ability to spot opportunities for joining up and developing themes of work across the organisation and achieve buy-in with key stakeholders
  • Strong oral communication skills and ability to engage with a diverse group of stakeholders
  • Ability to build strong relationships at senior management levels internally and work collaboratively and proactively with them to develop strategies, implement change and achieve effective outcomes influencing adherence with corporate governance processes
  • A good level of political and organisational awareness backed up by continuous research and networking
  • A good knowledge of policing issues
