An exciting opportunity has arisen for a Strategic Estates Director to join the Strategic Estates Department to provide leadership and management of the NW London ICB estates strategic programmes, goals and initiatives. This will involve developing effective transformational strategies and operational policies for promoting innovation in strategic estates planning to support the clinical and financial agenda of the ICB/ICS.

The successful candidate must also develop relationships with the 9 Trusts of NWL ICB and ensure that the Trust strategies align in all respects with the overall ICB Estate Strategy. This will include ensuring alignment of ongoing significant programs including the New Hospital Program.

The post holder will work with the eight Local Authorities and internal Borough-based teams to design and deliver a process for ensuring robust health engagement as part of the Local Planning system and to secure appropriate contributions for health from housing growth. Working with local partners they will ensure that local estates strategies are in place making use of demographic, clinical and activity business intelligence to develop these plans and strategies. It is the post-holders responsibility to ensure that the ICB Estate Strategy as approved by NHSE and the ICB Executive is delivered to maximise the care afforded to our populations in an efficient and cost effective way.

Main duties of the job

The post holder will oversee other ICS work-streams and priority programmes such as digital, workforce and commissioning initiatives as required and ensure that they are aligned to the strategy and can be delivered as proposed.

The post holder will have experience in health estates, health strategy and/or public health. They will have delivered a transformational program of capital work in a similar sized organisation. The post holder will have significant programme and portfolio management experience at a senior level (ideally in construction/fit out) and including developing sites in live environments. This role requires a self-starter and someone who is comfortable working in and responding to a fastpaced and ever changing environment.

The post holder will need to think strategically, influence and inspire others to work with them and will be skilled in developing strong and effective relationships with a range of internal and external stakeholders.

Excellent planning and organisational skills and highly developed interpersonal, communication and negotiation skills, as well as strong analytical skills will be essential to success. Being able to influence a range of stakeholders is a key part of the role. The post holder should be able to communicate at Board level and effectively up and down.

The successful candidate will have sufficient years post qualification experience and will have passed professional examinations for a relevant organisation, RIBA, RICS or similar.

Job responsibilities

This post will be responsible for the leadership and oversight of a broad portfolio of work encompassing both short/medium term transformational projects/assignments and business as usual responsibilities such as ongoing provider management. The post holder will hold oversight of system partners plans for their estates albeit noting that providers remain operationally responsible for their assets. The post holder must ensure that the ICB strategic plan is aligned with acute, community and mental health Trusts plans to enable delivery of their services. They are also responsible for development and delivery of the Primary Care estate strategy and should have a good understanding of contract law and lease management, particularly with respect to LIFT. The post holder should ensure that the ICB can meet the NCZ requirements as set out by NHSE as part of the estate strategy. This will include alignment with Trust sustainability strategies and will be expected to give strategic direction on backlog maintenance/listed buildings and conditions including asbestos management, RAAC, accessibility etc across the whole ICB portfolio.

Key responsibilities for the post holder will include:

Operational and strategic development and delivery: Develop and implement strategies within the assigned work area(s), incorporating borough- and sector-level requirements and working in conjunction with partner organisations. Use deep knowledge of portfolio area to support the identification of opportunities and potential future priorities, and lead the engagement with stakeholders to refine and prioritise delivery plans. Achieving NCZ obligations is included as above.

Planning and organisation: Input into wider organisational and pan-sector strategies on behalf of the programme/borough, ensuring that key priorities for the post holders work area are integrated with and aligned to broader objectives.

Programme management: Lead/oversee delivery of identified projects and programmes within the portfolio, including scoping of work in line with NWL objectives, establishing and following appropriate governance processes, reporting on progress and conducting reviews/lessons learned exercises at the conclusion of a project.

Governance and communication: Support the establishment of effective programme governance to monitor and scrutinise the delivery of agreed priorities. Utilise governance mechanisms effectively to escalate and resolve issues and communicate progress updates to a senior audience including board level leadership.

Staff management: Oversee the delivery team and assume responsibility for staff management and development, including as a point of escalation for staffing issues. Allocate appropriate resources to specific project areas, ensuring assignments are clearly scoped and adequately resourced to achieve stated project aims.

Support

The ICS estates programme, supporting the SRO and leading the Trust Estate Directors in the delivery of agreed plans.

Local practices, where appropriate, with the premises issues providing advice, support and guiding through the NHSE/I process.

Manage teams as and when required (permanent and/or interim/ contracted).

Deputise for the SRO as and when required.

Additional roles/requirement will include:

Attend, lead and/or chair senior, complex meetings and accurately record discussions in concise, clear minutes;

Organise and manage the logistics of events and meetings.

Represent the ICB Estates function at NHSE level Boards and lobby where required

Represent the ICB at planning and other committee meetings for large development projects as and when submitted to the local authority

Make applications to the DH for nationwide issues (District Valuation issues, Capital Allocations, Net Carbon Zero etc)

Working Conditions

This role involves occasionally visiting construction and/or healthcare sites. This would include:

Sitting, standing, walking; some physical effort. Light physical effort;

A frequent requirement for prolonged concentration

Occasional indirect exposure to highly distressing or highly emotional circumstances.

Occasional/frequent unpleasant conditions- dust and dirt on site.

Person Specification Qualifications
  • Qualified to RIBA part 3 or equivalent, with sufficient years post qualification experience, of which 1 should be in a large organisation comparable to the ICB.
  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Significant evidence of continued professional development
Communication Skills
  • Dynamic personality and the ability to build trusted stakeholder relationships and wide support networks in a political context like the NHS in London
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
Planning Skills
  • Have the ability to formulate long term strategic plans and to understand their impact across organisation.
  • Develops long term strategic estates and facilities strategies to implement organisational objectives for critical services in similar sized and complex organisations.
Analytical
  • The ability to analyse highly complex facts, requiring analysis, interpretation, comparison of range of options
  • The ability to make judgements across wide range of estates, facilities issues taking into account legislation, H&S, conflicting demands and to act decisively.
Management Skills
  • To have acted as line management for several departments including management of line manager for estates, maintenance, facilities staff
  • To have managed multiple stakeholder teams in the delivery of capital construction projects including external consultants.
Experience
  • Experience of delivering complex transformational estate projects, including working with a diverse range of stakeholders to achieve the desired outcome.
  • Experience of leading complex capital programs (construction), ideally at the scale of the NHP with a good understanding of revenue implications on new development.
  • A good understanding of and the ability to lead multiple complex construction projects simultaneously in the role of Informed Client, in accordance with Best Practice Methodologies (NHSE)
  • A good understanding of the Building Regulations, CDM Regulations, planning guidance, HTMs and planning and developing construction/estate projects.
  • Experience of managing strategic capital projects and programs at the same time as leading on BAU projects and an understanding of the management of their delivery
  • Experience of managing complex interdependencies across capital programs
  • An awareness of the Building Safety Act 2022 and its implications for management and development of healthcare buildings.
  • A good understanding of and the ability to lead complex construction projects and to integrate them into a strategic capital program and the ability to clearly communicate to non-technical stakeholders issues/challenges.
  • An understanding of P21 and similar procurement routes
