The Role:
The Data Strategy, Capability and Oversight Team (DSCO) sits at the heart of Border Force’s transformation journey and is responsible for setting the direction for our strategic approach to data including the future operating model. Our teams also deliver the business-critical functions of obtaining and quality assuring data from external partners to support frontline and intelligence colleagues and ensuring that Border Force is legally compliant in the collection, storage, exploitation, and disposal of data.
The role is within the Data Acquisition and Quality Team. DatAQ is the front door for all passenger, crew and freight data from industry, carriers, trade partners and other Governments Departments In addition DatAQ works with government and industry partners to acquire new data flows for Border Force ensuring that data is obtained legally and to an appropriate standard.

Responsibilities:
Delivery – Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints
Project Management – Day to day management and leadership of the project and the project team. Set project controls. Design the project structure appropriate to stage. Select and apply appropriate delivery methodologies
Business Case – Coordinate development of the Business Case
Budget – Track delivery within budget
Resources – Schedule / manage resources to deliver the project. May work independently or with a small team
Benefits Realisation – Ensure benefits are identified, understood, measured, tracked and owned. Ensure appropriate Benefits Realisation Strategy is in place, and monitor longer term delivery of benefits against the Business Case
Stakeholder Management – Identify key stakeholders and develop effective relationships
Risks & Issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate
Governance – Provide key reports and support effective governance and decision making
Assurance – Support or set appropriate project assurance
Change Management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders
Guidance & Support – Seek appropriate support, guidance and coaching from the project community. Show commitment to personal development. Promote effective individual and team performance
Project Performance & Controls – Build Project Plan and apply appropriate project principles to deliver stated objectives. Identify and set appropriate Project Controls. Track and report delivery against milestones
Skills & Experience:
Have delivered or been involved in the delivery of projects within agreed time, cost and quality constraints. You will have a sound understanding of project management tools and methodologies, and experience of applying them in practice.
Be familiar with methods to map out and engage with stakeholders, confident and experienced in developing relationships with others both internal and external to the organisation. You will therefore have excellent interpersonal skills, and be able to communicate with impact both in person and writing.
Have practical experience of managing project risks and issues. You will have discussed it with stakeholders, considered wider strategy, and worked collaboratively to design and agree an appropriate strategy to manage it.
Have led a team to deliver project outcomes with the ability to identify and nurture talent in order to build capacity and an interest in getting the best out of people.
Be able to communicate the objectives of the project, and be familiar with the key stages in a project lifecycle from the development of an agreed vision through to project closure. You will be an advocate of identifying lessons and sharing best practice, and see the benefits of engaging with peer led reviews such as the Gateway Review process.
Enjoy working in a business change environment, able to understand how the phases of a project lead to effective change, and the ‘bigger picture’ organisational drivers behind them. You will be accustomed to working in an environment of ambiguity and change and you will be proactive in keeping abreast of developments in the business, and confident to approach stakeholders and adopt a flexible approach if they become misaligned with the project you are working on.
