Job Vacancy: Quality and Compliance Officer (Temporary Contract)
Position: Quality and Compliance Officer
Contract Type: ASAP - 3 Month Contract, Initial Temporary Contract with Possibility of Extension
Pay Rate: £24.53 per hour PAYE
Working Hours: 37 hours per week, Monday to Friday, 09:00 - 17:30
Location: E8 1DY
Job Purpose:
To lead on contract management and monitoring activity in supporting the Strategic Commissioning Manager to develop, implement and maintain robust contract monitoring policies, procedures and frameworks, in line with corporate practices, and to ensure compliance with them.
Key Responsibilities:
Ensure that contracts are managed, monitored, and implemented per the risk-based Quality Monitoring Framework.
Undertake contract management during the life of the contract to ensure contracts are up to date and reflective of service requirements (i.e. extensions, variations, novations and defaults)
Ensure that there are effective monitoring processes in place with providers, which promote high standards of service and protect the Council's interests.
Provide immediate help and support to service users and contractors to solve urgent and substantial operational problems and to ensure service delivery requirements within the council's policies and contractual liabilities.
Produce high-quality reports summarising the performance of contracts across your portfolio, highlighting underperformance, overperformance and risks. Ensuring that such reports are shared/presented to relevant stakeholders.
Create, develop and implement effective systems for monitoring and managing contracts and service delivery arrangements. Undertake external contractor monitoring visits.
Where services are failing, work with the provider to implement improvement plans and where necessary, instigate default and/or termination procedures.
Gather, analyse and monitor statistical information from service providers, measuring performance against agreed indicators.Qualifications and Experience:
At least 2 years' experience of working within a contract management/monitoring capacity.
Experience of communicating, liaising and negotiating with stakeholders including the preparation and presentation of information and reports.
Experience of developing and implementing contract compliance systems.
Experience of monitoring performance against standards.
Experience of establishing and operating contracts and service agreements.
Proven experience of negotiating and dealing with external bodies and developing effective contractual relationships and partnerships.
Practical knowledge of how to identify contractual problems and to develop relevant strategies/solutions and initiate corrective actions.
Commitment, knowledge and understanding of the Council's equal opportunities policies.
Knowledge of housing, health and social care policies, procedures, legislation and regulations in respect of the relevant client groups
A clear understanding of contractual principals and basic contract law.
Ability to generate opportunities for initiating/developing improvements in partnerships to provide quality and responsive services for Council needs.
Committed to using the contracting process to support high quality services for the people of Hackney and to the effective use of public money.
Ability to plan, manage and monitor projects and work programmes, including the ability to work independently and manage deadlines.
Ability to make effective use of IT and an eye for detail.
Ability to develop good relationships with a wide variety of stakeholder, both within and without the Council.
