Background to Service:

Cardiff and Vale Drug and Alcohol Service (CAVDAS) is an Alliance of Barod, Recovery Cymru and Kaleidoscope Project with strategic partners G4S and Pobl. CAVDAS Alliance has been commissioned by the Cardiff and Vale Substance Misuse Area Planning board. CAVDAS services will deliver specialist support and interventions across Youth Justice Services, Multi-Disciplinary Team (MDT) Cardiff Council Housing Services, Counselling, Recovery and Aftercare, Volunteering and Service User Involvement, Rapid Access Prescribing (RAPS), structured interventions, peer support and mutual aid, Harm Reduction and Work Force Development. CAVDAS will deliver an integrated young person's, adults and family and carer information, advice, interventions, and support service.CAVDAS will work across Cardiff and Vale Health and Social Care partners, and forums to co-produce services delivering outcomes in the way that people want. We are looking to build a new culture providing one system for Cardiff and Vale and a unified, innovative, and flexible delivery model.

Purpose of the role:

Team leaders will provide a management function within CAVDAS delivery to specialist teams across Cardiff and the Vale of Glamorgan, to ensure effective service delivery, and will assist the service manager in the on-going development and promotion of the service. This will involve establishing and nurturing good relationships with a variety of stake holders and partners across health and social care system.

The post holder will be responsible for the line management and day-to-day management of specialist / multi-disciplinary team, they will ensure appropriate planning and allocation of work and organising rotas. As the area service lead, they will be responsible for implementing and ensuring adherence to CAVDAS policies, procedures, and protocols within their delivery focus.

The team leader may be required to oversee and ensure appropriate risk assessment, risk management and mitigation to clients with unmet needs and complex care pathways.

The post holder should be committed to evidence-based practice, sound clinical governance and continual improvement, and have a desire to firmly embed these principles within the team and, will have excellent communication skills, be able to work as part of a multidisciplinary team, across agency cultures including those within statutory, private, and voluntary sector partnerships. The post holder must be flexible and efficient, to ensure services are delivered equitably and with the service user at the heart of delivery.

S/he will have a non-judgmental approach to people who have recognised that their use has become problematic and be able to provide a welcoming and accessible service to existing and potential service users.

Individual supervision will be provided in line with Alliance partner organisational policy. Additional clinical support will be provided via peer supervision and review groups. Specific training will be available for the development of service provision in line with Continued Professional Development.

Key Duties and Responsibilities

  • Support the Service manager & Data manager in data collection and entering onto the case management system PARIS and other associated monitoring tools.
  • Engage with Peer2Peer delivery and community rehabilitation programmes to support and sustain resilience and long-term recovery goals.
  • Attend and contribute to regular line management supervision with Adult Service Manager, giving regular updates on the service.
  • ensure accurate case records in line with CAVDAS and Host agencies policies and producers, using the CAVDAS systems for recording.
  • Ensure all records are in line with Data Protection and GPDR legislation.
  • Attend, Chair, and participate in Team meetings.
  • Attend and participate in internal and external JAM meetings.
  • Attend and participate in training including professional development identified by line manager.
  • Carry out governance audits and contribute to the review and development of service provider.
  • To adhere to health and safety, vetting, and security procedures/polices as directed by the partnership and commissioning bodies.
  • Manage, motivate, and lead multi-disciplinary /specialist teams.
  • Provide operational leadership into high quality service delivery for service users to meet the Cardiff and Vale substance misuse outcome framework.
  • Implement robust systems for reporting any untoward incidents, complaints, and safeguarding concerns.
  • Collaboratively develop and implement effective and flexible systems and structures.
  • Adhere to robust working agreements and care pathways to support service users transitioning between CAVDAS delivery teams and throughout the wider health and social care system.
  • Continue to performance management at an operational level, ensuring that services collect, collate, and report the required information and data; identify areas of under-performance and planning and implementing actions to improve performance.
  • Contribute to staff recruitment and human resources within the service.
  • Implement and demonstrate CAVDAS policies, procedures, and protocols across the service, to ensure that safety and good practice are maintained for staff, other agencies, and service users.
  • Ensure case notes and other statutory records are up to date and kept in accordance with CAVDAS policies and procedures/regional information sharing protocols.
  • Work with the Service Manager, CAVDAS Alliance Manager and the Alliance Manager to allocate resources and provide an innovative and flexible services across Cardiff and the Vale.
  • Co-ordinate the delivery of an integrated service in the locality through the provision of assessment, aftercare action planning, engagement, retention, planned discharge and onward referral as appropriate.
  • Communicate CAVDAS' values and vision.
  • Ensure service user involvement and co-production is at the heart of service delivery.
  • Ensure appropriate safeguarding and data protection principles are adhered in working practice.
  • Respond in a timely and appropriate manor to complaints feedback and concerns in line with CAVDAS policies and procedures.
  • To attend and report to safeguarding reviews, meetings, and conferences e.g. Multi- Agency Risk Assessment Conferences (MARACs) and Fatal Drug Poisoning Review Panel.
  • To work within agreed policies, procedures, and protocols to safeguard children and vulnerable adults.
  • Promote information regarding substance use and associated lifestyle behaviours that reduces the risk of overdose, reduces the spread of blood borne viruses, promotes healthy living, and minimises the potential risks and impact of drug related crime and disorder on the wider community.
  • Liaise closely with health and social care service providers such as Cardiff and The Vale of Glamorgan Social Services teams, Family Drug and Alcohol Court, C&VUHB (CAU / DATT/Newlands/Pine Ward) to assist with seamless transitions to and from CAVDAS.
  • Assist with the production of leaflets, marketing material and web pages.
  • To ensure appropriate crisis intervention is available where necessary and appropriate.
  • Promote and encourage the utilisation of self-help manuals.

The post holder will be expected to work in line with the Social Services and Well Being (Wales Act) 2014, and the Violence Against Women Domestic Abuse and Sexual Violence (Wales) Act 2015 to ensure safeguarding of individuals (adult and children) is at the heart of service delivery. A good understanding of confidentiality and information sharing legislation is required with the confidence to act professionally and seek guidance and support from line management and colleagues where appropriate.

This post has been identified as requiring evidence of BBV immunisation status to carry out the role effectively. The role may require the post hold to undertake Dry Blood Spot Testing/ Substance Use Testing/ Working in Needle Exchange or is a clinical role and therefore CAVDAS wishes to ensure that staff are not at risk of infection or transmission of a disease that may affect their own or patient safety. Staff will therefore need to evidence their immunisation history, exemption, or non-responder on commencement of employment or at routine intervals at the request of the Alliance.

PERSON SPECIFICATION:

Qualifications and training

GCSE English Literature or Language, grade C or above (or equivalent).

Level 3 Diploma in Health and Social Care (or equivalent)

Trauma Informed Practice – relevant to individual qualification and standard.

Substance Misuse accredited training.

Trauma Informed Practice / ACES Educated to Professional Diploma level.
