The role will provide a strategic approach that is aligned with organisational priorities, horizon scanning and effective risk management.

The individual will support the AEO in discharging their Emergency Preparedness, Resilience and Response duties and in the management and implementation of all aspects of the EPRR Framework.

As such, they will build and maintain extensive networks internal and external to the ICB, including EPRR and LRF colleagues as well as operational areas i.e.

communications, capacity and planning, urgent and emergency care, planned care, workforce, Public Health and social care.

The individual will lead the provision of an efficient, effective and high-quality professional and well-planned work programme for the Emergency Preparedness, Resilience and Response (EPRR) service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation,

  • Work to the Accountable Emergency Officer (AEO) ensuring that the AEO is continually informed and that all statutory, regulatory and operational EPRR responsibilities are undertaken
  • Lead on the development and coordination of all aspects of EPRR for the ICB
  • Lead on running the business continuity management system for the ICB
  • Lead on the effective management of the LHRP ensuring a strategic approach to EPRR across the system aligned with priorities and levels of risk
  • Facilitate and support the ICB's response to major incidents and emergencies as appropriate, acting as a specialist knowledge resource in all aspects of emergency planning offering detailed advice across the ICB and external partner organisations.
  • Manage EPRR corporate processes to provide assurance to the Board that the ICB complies with relevant legislation and guidance as identified by the NHS Core Standards for EPRR.
  • When required, to take a lead role in the planning and response to new and emerging threats that might pose a risk to the organisation

The post holder will lead and initiate the development, coordination, and delivery of plans and procedures within a planning cycle by the EPRR Team to meet the legislative and guidance requirements and contributes to the resilience of the ICB partnership as directed by the Local Health Resilience Partnership and Midlands Health Resilience Partnership Board, ensuring that continual improvement processes are in place and adhered to.


In a business disruption, critical, or major incident the post holder will undertake the role of strategic / tactical advisor to support strategic and tactical levels within the ICB in relation to emergency planning arrangements in hours, using situational awareness and joint understanding of risk to provide advice on the adaptation of arrangements to meet the needs of the response as necessary.

The post holder will be required to ensure that EPRR arrangements are embedded seamlessly within the System Control Centre.

Main duties of the job

  • Lead the development of EPRR and Business Continuity plans, policies, and procedures for a major area of activity and associated supporting operational documentation, ensuring effective arrangements are in place to review these against current guidance and legislation, and arrangements are communicated with key response staff.
  • Develop, test, and review local emergency preparedness and response documentation using a riskbased approach under the principles of Integrated Emergency Management.
  • Support the ICB leadership team in the management of oncall arrangements, ensuring adequate oncall rotas and supporting documentation is in place, and the ICB is therefore able to affect a response to an incident as required 24/
  • Lead the development and maintenance of the ICB EPRR risk register, liaising with the Corporate Governance Team regarding updates to the corporate risk register where required.
  • Attend the ICB EPRR Group, providing assurance to ICB leads of the status of EPRR projects against the EPRR work plan.
  • Produce annual and adhoc EPRR / BC reports and papers to the ICB Audit Committee & Board.
