The Office for Nuclear Regulation (ONR) is a Public Corporation created to ensure the highest standards of safety and security across all of the UK's 35 licensed nuclear sites and the wider industry.

The Senior People Services Lead role will act as deputy to the Head of People Services.

The function has a broad remit and this role till ensure ONR is legally compliant from an employment law perspective as well as providing an enabling HR function to support ONR in fulfilling its mission.


About The Role


This role will oversee the provision of advice, guidance and support to managers and staff on a broad range of people matters.

They will drive improvements, efficiencies and simplification of HR processes/service delivery and will ensure the delivery of an effective service to ONR.

The suitable individual will have broad experience in a range of HR areas and leading and implementing changes to drive and deliver tangible improvements in service and quality that bring organisational benefits.

CIPD qualified is essential as well as a strong ethos of providing an effective and efficient HR service.

Principal Responsibilities

  • Lead for graduate and degree apprentice recruitment and input to the development of associated progression routes
  • Input to work with the Head of People Services to develop assessment centres for internal post filling
  • Handbook ownership to ensure consistency of approach whilst seeking continuous improvement and demonstrating legal compliance across HR/ONR
  • Oversight of recruitment and post filling across all areas of ONR
  • Lead on and contribution to HR casework ensuring effective support to managers
  • Oversight of People Services MI/Data analysis and presentation working with the BI team to develop automation of HR MI
  • Drive continuous improvement of all HR activities i.e recruitment
  • Working with the Head of People Services to develop an understanding of Security Vetting of ONR staff.
  • Senior oversight of 3rd party arrangements.
  • Lead on development and delivery of People Services's Key Performance Indicators and related corporate measures.
  • Input to the implementation of the ONR Pay and Grading workstream as part of Organisational Review Phase
  • Input to corporate project, as part of crossGovernment programme, to replace existing ERP system (SOP replacement)

  • Effective communication on HR matters to a range of stakeholders at all levels
  • Influencing stakeholders at all levels in the organisation to deliver the best outcome.
  • Work with the HR business manager for input on and progression of the HR Plan, Performance Metrics, People Strategy and mitigation of key risks.
  • Ensure personal knowledge of HR practices and relevant legislation remains up to date, appropriate and relevant.
  • Deputy for Head of People Services attending Directorate governance meetings as needed.

Location / Travel
This role can be based at any of our ONR's offices in Bootle, Cheltenham or London. However, there will be an expectation to attend our Bootle office frequently, if based at Cheltenham or London.

ONR operates hybrid working (working in the office and or at home) as part of our flexible working policy.

There is an expectation that everyone will spend time in the office on a regular basis, recognising that some work is better done face to face.

Managers will work with their teams on what works best to meet individual, team, business and organisational needs to enable collaboration, as well as balancing personal choice and wellbeing.

- have served for at least one year in His Majesty's Armed Forces (as a Regular or Reserve)
- be in transition from, or ceased to be a member of, His Majesty's Armed Forces; and
- not already be employed by ONR

Essential Qualifications

  • Educated to MCIPD level 5 or equivalent other relevant professional membership

Essential Skills/Job Related Expertise

  • Significant experience of a broad range of HR functional areas ideally gained within a complex professional organisation.
  • Proven management experience of demonstrating personal leadership, operational planning and delivery yourself and a team, alongside the managing of change to deliver performance improvement.
  • Highly organised and able to manage a broad portfolio of activities.
  • Understanding of organisational wide strategic direction and the ability to translate this into delivery within the function.
  • Excellent verbal and written skills, with the ability to adapt communication style to meet audience needs.
  • Proven experience of establishing and maintaining internal and external relationships
