The postholder will support and enable delivery of the ICBs statutory functions related to quality and patient safety and provide quality-related expertise to the Wakefield and Kirklees Place and wider West Yorkshire ICB. We would welcome applications from people with a thorough understanding of quality assurance processes and the National Patient Safety Strategy, and experience of leading Quality Improvement to improve outcomes for people.

The postholder will have excellent interpersonal skills and the ability to operate as an effective team player building positive and productive relationships with system partner organisations. You will need to be able to prioritise and proactively manage your own workload.

The role will contribute to the ICBs commitment to demonstrating continuous improvement in patient outcomes and experience, and a reduction in unwarranted system and service variation.

Main duties of the job

Provide quality expertise to the local system, working to ensure quality planning, assurance and improvement systems and process are implemented and managed, whilst contributing to the development of new, integrated ways of working at Place and system. The post holder will be expected to contribute to work across the West Yorkshire geography.

Enable the delivery of the statutory functions of patient safety and quality improvement through the commissioning of high-quality services for the local population. The post holder will incorporate National Quality Board guidance into their work.

Promote a culture that ensures all functions within the ICB and the wider system strive for and demonstrate continuous improvement in patient outcomes and experience of care, learning from insights to provide safer care.

Establish and develop links and networks with colleagues within relevant sectors and work with provider partners to triangulate information to gain assurance in relation to clinical quality, experience of care, clinical effectiveness and patient safety. This includes contributing to local Place and West Yorkshire ICB governance reporting processes.

Work autonomously with system partners and ICB colleagues and support the strategic management of Place priority programmes including quality assurance and supporting the use of effective systems for responding to experience of care feedback.

Job responsibilities

This post is being advertised as a full-time post, however we would consider applicants wishing to work part-time (up to 30 hours per week) or as a job share arrangement.

This post forms part of our Quality team for the West Yorkshire Integrated Care Board (WYICB) . The post holder will support the quality assurance of services commissioned under the NHS Standard Contract , all NHS Funded Care Providers (NHS / Private).

This role will be responsible for providing quality expertise to the local system within a defined portfolio such as childrens and maternity, mental health or planned care; working to ensure quality planning, assurance and improvement systems and processes are implemented and managed, whilst contributing to the development of new, integrated ways of working at place and/or ICS level.

Main Duties and Responsibilities

The post holder will enable the delivery of the statutory function of patient safety and continuous quality improvement through the commissioning of high-quality services for the local population.

The Quality Manager is responsible for promoting a culture that ensures all functions within the ICB and wider system strive for and demonstrate continuous improvement.

Fundamental to this role is demonstrating continuous improvement in patient outcomes and patient experience, and a reduction in unwarranted system and service variation, through developing and embedding systems and infrastructure to support new ways of system wide working through the strategy and planning, transformation, and change.

This role will provide;

Specialist advice, guidance and support in quality improvement and current systems and processes of quality assurance to programme and pathway teams, exhibiting a high degree of matrix working to ensure the best outcomes for the population.

Leadership of key workstreams in the defined portfolio

Horizon scanning of improvement initiatives and evidence base relating to quality and safety, ensuring it is embedded in the design and delivery of care.

Facilitation of the required integrated responses to quality concerns and surveillance, engaging all relevant partners to ensure improved outcomes.

Management and guidance in the development of the quality improvement specialist resource to ensure organisational and national priorities are met.

Educated to Masters level or ability to operate at this level with equivalent managerial experience

Have a relevant clinical qualification , nurse, physiotherapist etc. and current registration with the appropriate body , NMC

Experience of using Quality Improvement methodologies, tools, and techniques to bring about sustained change in process and pathways Experience of quality/ clinical governance functions within a healthcare or similar environment.
