Job summary:


The English Devolution and Institutions division (EDI) is responsible for delivering the Local Leadership mission set out in the Levelling Up White Paper, ensuring all of England has the opportunity to access the highest form of devolution by 2030.


Now is a critical time to ensure that these devolution deals fulfil their potential and to establish a new normal of sustained engagement and learning between central government and areas that have agreed a devolution deal including the UK Mayors group.

We are recruiting for a new post in the Institutions branch within EDI.

The Institutions team leads on:
Developing new engagement and stewardship functions for UK government with areas with devolution deals;
Implementing the 13 devolution deals agreed since the devolution mission was announced;
Building institutional capability across all institutions with devolution deals, particularly those in early stages of development;
Developing policy specific to new types of devolution deals such as with single local authorities or non-mayoral combined authorities;
Developing and maintaining the accountability system for English devolution;

Maintaining the business voice in the development of local economic strategies following the transfer of Local Enterprise Partnership functions into local government.


Job description:

This role will:

  • Develop a new engagement function between UK Government and areas that have agreed devolution deals (e.g. mayoral combined authorities). This will involve supporting mayors and other local leaders as well as chief executives and other officers to have a route into DLUHC and Whitehall more widely to share knowledge, raise issues and build stronger partnership working;
  • Ensure that commitments made in devolution deals with single local authorities or nonmayoral combined authorities are delivered, including working with policy leads across Whitehall and developing business cases for funding;
  • Build the profile, capacity and capability of single local authorities or nonmayoral combined authorities so that they are well placed to take advantage of devolved funding and powers;
  • Manage the relationship with local areas taking over functions from Local Enterprise Partnerships across the country and ensure that the business voice is maintained.

Person specification:

Essential experience

  • Exceptional ability to build relationships and engage with senior and working level stakeholders;
  • Good organisational skills and ability to oversee programmes of work delivered by multiple stakeholders;
  • Strong political awareness.
Desired experience

  • Experience of working with local authorities or combined authorities;
  • Experience setting up a new service.
