The role is within Defence Risk & Assurance (DRA) and provides key advice and support to the Chief Risk Officer (CRO).

The CRO acts as the lead advisor to senior leadership within Defence on risk management and assurance and is responsible for developing and embedding the Department's risk and assurance framework.

The Risk Assistant Head role supports the CRO through assessing and advising on the management of the departments key strategic risks, sharing risk management best practice across the department and wider government.

Engaging with stakeholders at all levels to promote the use of risk management in decision making.

This position is advertised at 37 hours per week.

Job description:


This is a high-profile role presenting the postholder with an opportunity to gain insight and understanding at a strategic level across Defence.

The incumbent will be part of the DRA management team and will be expected to deliver increased understanding of effective risk management to enable decision making by senior stakeholders.


The postholder will be responsible for managing and directing how the DRA Risk team resources are used to enable the effective delivery of operations and reporting.

You will be responsible for the delivery of the Quarterly Performance and Risk Report (QP&RR) which includes undertaking a critical analysis of the department's strategic risks.

You will be expected to engage with stakeholders and develop understanding of how risk is affecting all parts of the department and use this insight to inform policy and advice to the departments most senior boards and committees including the Defence Delivery Group (DDG) and Defence Audit and Risk Assurance Committee (DARAC).


As a recognised professional in risk management, you will use your expertise to provide advice and guidance on matters related to risk management both within the department and cross government.

This will require knowledge and understanding of both the Government's risk and control framework as set out in the Orange Book and the Chief Risk Officer (CRO) framework for Defence for which you will be responsible for informing and embedding.


The delivery of this role is crucial to enable the Chief Risk Officer (CRO) to advise on the adequacy and effectiveness of risk management across Defence and deliver advice and assurance on risk within the department.


This role requires a high level of professional competency and proven ability to communicate at a senior level to improve the effectiveness and understanding of risk management.

A detailed knowledge of governance, risk, controls, and assurance are needed to support and advise senior stakeholders on the use and effectiveness of risk management frameworks.


As the Assistant Head of Risk, you will report to the Head of Operations (Deputy Head of Risk) and work closely across DRA to build a joined-up view of risk assurance in the department.


Responsiblities


This is a fast-paced role which requires high levels of stakeholder management combined with risk management professional skills to inform policy, advice the department and support the Chief Risk Officer.

The post holder should be experienced in developing and embedding risk and assurance practices, ideally in a strategic context.

  • Lead and direct the completion of the quarterly risk report to inform the Quarterly Performance & Risk Report (QP&RR). This includes analysing risk returns and utilising insights obtained from stakeholders to inform performance and risk discussions held at the DDG and DARAC and other 3*/4* lead boards.
  • Through year engagement with senior Risk Owners and/or teams responsible for managing the departments strategic risks to support understanding and the development of effective risk management practices, providing effective challenge where required.
