Job summary:

The Risk and Intelligence Service is at the heart of HMRC compliance and enforcement activity.

Our prime role is to enable HMRC to understand and manage the risks to taxation and frontiers in order to contribute to the financial integrity and well-being of the UK.

We do this by gathering information and seeking out high quality intelligence from both within and outside the UK.

Appointments will be made on merit and based on fair and open competition.


Intelligence Services is a multi-functional group of teams responsible for gathering, assessing and disseminating Intelligence and evidence safely and legally to HMRC operational teams and external partners.


The National Co-ordination Unit (NCU) is a 24/7 operational unit that provides co-ordination, information and operational support to HMRC, other government departments and law enforcement agencies.


Its role includes providing essential support to frontline staff, conducting intelligence checks on request, disseminating intelligence and providing specific co-ordination when required.

NCU Operators work within specific teams, reporting to a Team manager. They are responsible for providing customer services under the direction of the Team Manager.

NCU Operators are responsible for:
Working in HMRC's Criminal Justice Profession to gather, analyse and disseminate intelligence in support of customer functions.

  • Working in a dynamic operational environment and being flexible in covering varied roles and responsibilities in line with live demand.
  • Gathering intelligence through the lawful interrogation of a wide range of digital sources in order to support the work of HMRC caseworkers and LEAs.
  • The role will provide the opportunity to develop strong customer service skills dealing with colleagues in HMRC and collaborate with other Government agencies such as National Crime Agency, Home Office, Police and members of the public.

Responsibilities:

  • Use of internal and external databases and other sources to interpret, analyse and accurately record the intelligence data.
  • Handling restricted and confidential material.
  • Maintaining good working relationships with customers, colleagues and managers.

Person specification:

Working Patterns:

National Co-Ordination Shift Roles.

These are full time posts working shifts covering 24 hours a day, 365 days a year.

Over a rotating 8-week roster you will work a range of shifts, including nights, the majority of which are 10 hours' duration.

Over the course of the roster, you work an average of 37 hours per week.


These posts attract an Annual Attendance Allowance of 27.57% which is paid in addition to the basic salary to account for 24/7 shift working.

We will always give you reasonable notice of any changes to your working pattern.

Staff who wish to work an alternative working pattern e.g., part time or part-year are welcome to apply.

The preferred working pattern may or may not be available. You should discuss this with the vacancy holder before applying.

Essential Criteria:

Disclosure and Barring Security Check.

National security Vetting (NSV) - Security Check (SC) level.

Non-Police Personnel Vetting (NPPV3).

If successful at interview, a job offer will be conditional on passing the above security vetting checks.

If you are unable to obtain the required security vetting, we will withdraw the offer of employment.

This is because you will not have met the conditions for permanent employment for this role.
