PURPOSE OF THE ROLE:
Working to a comprehensive programme, the Leasehold Officer is required to manage a varied caseload of statutory and corporate projects and casework which cross cut a number of Council departments and external organisations.
The post holder will deliver the statutory consultative programme for leasehold major works; issuing of the corresponding service charges and estimates and all the associated and enquiries and disputes.
The Leasehold Officer is the Council's expert in Leasehold matters; new build development consultation schemes, and the wider housing consultation programme affecting a number of service areas.
KEY PERFORMANCE INDICATORS:
Measured deliverables include:
- Section 20 consultation and the issue of Section 20b notices completed on time
- Timing of estimate and actual billing of leaseholders
- Responses to leaseholder queries, complaints or member enquiries
- Percentage of customers satisfied with service received
- Completing decant programmes on time and within permitted budgets
- Efficiency of case management
KEY KNOWLEDGE
- Extensive knowledge of leasehold management and legislation including section 20 legislation
- Excellent project management skills
- Knowledge of consultation techniques and report writing
- Experience of using Housing operating systems
- Advanced knowledge and experience of using Microsoft Office
- Knowledge of legislation and remedies to tackle Racial Harassment and Anti
- Social Behaviour.
- Effective co-ordination and delivery on a range of formal/informal consultation.
- Knowledge of health and safety practices associated with delivering a housing service

- High level project management skills
- Highly developed written and oral communication & numeracy skills.
- Takes personal responsibility and accountability for own actions, for sorting out issues or problems that arise and for delivering on commitments

- Ability to work from any location in and outside the borough and to travel as required in line with the Councils Worksmart agenda
EXPERIENCE
- Working in a customer focused organisation
- Experience of working in partnership with external agencies, resident groups, Members and Council Officers.
- Experience of managing complex projects/schemes
- Extensive experience in leasehold/resident consultation.
- Excellent interpersonal skills
- Stakeholder engagement.
- Working in a frontline service
- Substantial expertise in housing management and policy in order to successfully oversee and deliver a broad range of resident services.
- An experienced housing professional who is solution focused and able to deliver an excellent front line generic housing service.
