The organisation must adhere to the requirements of the Civil Contingencies Act 2004, NHS Act 2006, Health and Social Care Act 2012 and NHS Standard Contract in terms of Emergency Preparedness, Resilience and Response (EPRR) responsibilities


It is within this context that role of the EPRR Officer conducts their duties and is required to contribute to specific organisational responsibilities associated with EPRR obligations.


The post holder will provide and maintain comprehensive, confidential, professional and well-co-ordinated assistance to the Resilience Manager to ensure the organisation meets all of its statutory, regulatory and NHS EPRR requirements.


The post holder will be expected to:

  • Plan and prioritise own work effectively with excellent time management skills in and outside of an emergency response situation.
  • Work proactively with a high degree of autonomy under pressure.
  • Have the flexibility to change working patterns in a crisis to support the response of the Trust.
  • Be able to respond quickly to a wide variety of duties and changing circumstances
  • Keep up to date with guidance and legislation and have the ability to maintain momentum in unprecedented EPRR situations, in an environment that is evolving and changing.
  • Have the ability to manage conflicting priorities and demands within the EPRR portfolio.
  • Treat information received with the sensitivity and respect required. There will be occasions where information received will need to be handled at an 'Official Sensitive' level.
Key relationships and engagement will include partnership working with:

  • Integrate Care Boards (Norfolk and Suffolk)
  • NHS England & Improvement
  • Local Health Resilience Partnership (LHRP)
  • Local Resilience Forum (LRF)

DUTIES AND RESPONSIBILITIES

To Take full responsibility for the following:

  • Provide high quality administrative and project support.
  • Maintain records
  • Maintain and develop systems for record keeping and other administrative functions.
  • Act as a point of contact for EPRR within the organisation and be a key communicator in EPRR related matters.
  • Develop and maintain databases to hold up to date information on EPRR training and exercise competence, plans status and review, Lessons Identified and EPRR risks.
  • Monitor the EPRR mailbox, ensuring responses to urgent requests are actioned.
  • Support the administration of the organisation's Resilience Direct pages, ensuring user account access is reviewed and updated on a regular basis.
  • Undertake training and maintain skill set to provide loggist support
  • Establish and maintain a process to regularly audit all EPRR resilience and training equipment required at Incident Coordination Centres
  • Prepare agendas and associated meeting papers and attend meetings to take accurate minutes and develop and maintain action logs.

To support the Resilience Teams activity via the following:

  • Contribute and support in the delivery of an efficient and effective EPRR service by ensuring that all correspondence and information is processed and disseminated, timely and appropriately (internally and externally), to ensure good situational awareness and risk escalation as appropriate.
  • Contribute to the development, implementation, review and dissemination of emergency response plans and business continuity plans updating where appropriate and following the organisation's approval and ratification process.
  • Contribute to the development and delivery of annual training and exercise programmes, involving and engaging with staff across all directorates and externally as appropriate.
  • Contribute to the preparation of reports e.g. to the Executive Management Team and Board.
  • Provide EPRR support and advice during a major incident to Strategic and Tactical Commanders.
