Job summary

An opportunity has arisen for the post of Principal Client Construction Adviser to support the Glasgow Office Project (GOP) Director, and other team members, in the delivery of a new purpose-built net zero carbon office Hub in Glasgow city centre for Scottish Government together with a number of its Public Bodies.

Working within the GOP team in a challenging, stimulating and high-profile environment, the Principal Client Construction Adviser will bring major construction project delivery experience and a suitable construction-related professional membership and qualifications to support the professional team delivering the GOP for Scottish Ministers.

The GOP aims to consolidate the Scottish Ministers� Glasgow estate from 5 buildings into 1 smaller, exemplar, energy efficient building designed to support new inclusive hybrid working policies, foster greater collaboration between departments, and to deliver financial efficiencies and value to the public purse in providing an accessible and modern working environment.

A dedicated project team is being created to deliver the Project reflecting the scale, complexity and range of activity that will be required to deliver the various stages of the project. The team will sit within the Property & Construction Division (PCD) of Scottish Government reporting to the Chief Surveyor/Deputy Director of PCD (Senior Responsible Officer for the Project) and be aligned with the governance of the Single Scottish Estate (SSE) Programme.

The SSE will support a more efficient approach to public sector property management, optimising costs and estate footprint, enabling the delivery of excellent public services The programme supports publicly-funded bodies to work across organisational boundaries to co-locate, share on-site services wherever possible, make best use of technology and changes in working practices to optimise the estate footprint, release surplus space and enable bodies to step towards a net zero estate. This work is aligned to Public Service Reform and to deliver a commitment in Programme for Government.

PCD leads, enables and delivers the best public sector property and construction procurement policy for Scotland, improving the work of property and procurement professionals and the stewardship of Scottish Ministers built assets to deliver social and economic outcomes aligned to Scotland�s National Performance Framework. PCD�s work is varied, fast-paced and high profile, and involves regular contact with Ministers and senior stakeholders. The postholder will also support provision of Client Construction advice for other Ministerial priorities.

Job description

The Principal Client Construction Adviser will report to the GOP Director and will work closely with the Professional Project Lead, SSE Programme Director and Programme Manager, to align the project with the overall SSE programme objectives and outcomes.

This role will include but not be limited to the following responsibilities:

Project set up:�

� Advise on the procurement process and specification of a design team that will develop the fit out (Cat B) requirements for the Hub to RIBA Stage [2] design.

� Design and manage the tender evaluation process for appointment of the design team.

� Review and provide advice on the landlord�s specification for the base build (Cat A) to ensure alignment with the required outputs of the project ( Net Zero Public Sector Building Standard, SG Security Standards etc).

� Review and comment on the project programme, supporting the project team as required.

Design and construction:

� Manage and co-ordinate the design team in the development of the Cat B specification, ensuring that it is accurately specified and aligned with end user needs.

� Monitor project budgets in respect of the design team.

� Facilitate effective communication and information exchange between project stakeholders, the design team and the developers team.����

� Manage the development of project change requests in accordance with agreed change controls process and provide recommendations to the Project Director regarding such change requests.

� Support the novation of the design team to the developer following completion of the RIBA Stage [2] design.

� Attend site meetings and provide regular monitoring reports regarding progress on the delivery of the project in accordance with project programme.

� Identify any further project monitoring expertise and support that may be required.����

Throughout the project:

� Support the Project Director where required, ensuring that effective and accurate information is provided and questions from Ministers, SG Executive Team, GOP Board, stakeholders and other relevant areas can be answered fully and timeously.

� Attend Project Board and relevant workstream meetings, providing updates and answering questions as required.

� Support the development of reporting and briefing materials, ensuring they are accurate and timely and deputising for the Project Director where required.

� Facilitate and input to the project risk register and benefits realisation strategy as required.

Person specification

Essential Criteria

It is essential that the Principal Client Construction Adviser:

1. Is a construction professional with significant experience of construction procurement and delivery demonstrating an ability to work collaboratively with a variety of stakeholders and partners to drive successful delivery.

2. Brings experience of successfully co-ordinating construction project teams and delivery partners, negotiating, influencing and persuading to achieve required results.�

3. Demonstrates success in improving construction project delivery, with an ability to work and make decisions independently, but within clear guidelines, understanding when it is appropriate to escalate issues.�

4. Uses evidence-based decision-making to deliver the best commercial results and end user facility, providing scrutiny and challenge to all relevant data when required.
