Job summary

This is an exciting opportunity to work in a multi-discipline communications and engagement team, championing the voice of residents and providing strategic communications and engagement expertise to ICB programmes and population health priorities. The postholder will support the ICB to effectively deliver change and transformation programmes, ensuring patients, residents, staff and stakeholders are informed and involved and that patient and resident voice is central to decision-making.

Leading the development and delivery of strategic communications and engagement plans to support transformation work, the postholder will ensure the ICB is on the front foot in managing complex, sensitive and high-profile programmes, providing strategic advice and ensuring that we are fulfilling our statutory responsibilities. They will also oversee our corporate approach to strategic engagement, building positive relationships with VCSE partners, Healthwatch, councils and community leaders and raising the voices of residents and communities.

Main duties of the job

We are looking for someone who is flexible, energetic, and approachable, with strong experience leading both communications and engagement, passionate about improving residents' health outcomes and experiences and reducing inequalities. You'll also need great relationship building skills, enthusiasm and positivity to bring a wide range of system partners together and collaborate on shared goals.

Reporting to the Head of Communications and Engagement and as a key member of our senior leadership team, you'll play an important and rewarding role in shaping our talented and friendly team.

Job description

Job responsibilities

To provide expert communications and engagement advice to senior directors and managers, with the confidence and gravitas to lead proactively and provide appropriate challenge to help deliver priorities.

To lead on the development and implementation of robust communications, engagement, involvement and consultation strategies, using national guidance and best practice, to support complex, high-profile and contentious transformation programmes.

To ensure that communications and engagement strategies are audience-focused and informed by insight and intelligence, evaluating results to support continuous learning and evolution of communications and engagement approaches.

To lead on the development of messaging and narratives to support complex change, convening stakeholders and partners to share a clear and consistent story about our ambitions and plans.

With programme teams and the wider communications and engagement team, quality assure content and materials, including web content, newsletter articles, stakeholder emails, press releases, video and animation, presentations, internal communications, MP briefings etc.

To play a key role in organising high-profile programme events, including public meetings, MP and VIP visits, briefings, workshops, press conferences, photo calls etc. ensuring senior leaders are briefed to both present and respond to comments and questions.

To ensure patient and public engagement and involvement is embedded throughout the ICBs processes and programmes, providing specialist advice and assurance that the ICB fulfils its statutory duties. As part of this, the postholder will oversee plans to support pre-consultation engagement and consultation on specific service changes.

Experience working in the NHS or wider public sector In-depth knowledge of the requirements set out in the NHS Constitution and the Health and Social Care Act regarding public involvement in the NHS. Significant experience of effectively managing and developing people and teams. Deep understanding of equality and diversity issues from best practice perspective, including understanding of the Equality Act 2010 and the challenge of health inequalities. In-depth understanding of engagement approaches and methodologies, including coproduction, direct involvement, outreach engagement and reaching seldom heard voices. Strong understanding and experience of all aspects of communications, including strategic planning, media and public affairs, digital communications, campaigns, marcomms and internal communications. Experience of designing and delivering robust communications and engagement strategies and plans to support sensitive or high-profile change or transformation programmes. Experience of providing expert communications and engagement advice and briefings to senior directors and stakeholders with the gravitas to provide challenge.
