The Role

The Head of Digital systems ensures management and delivery of all change and run capability for the following Product teams: Case & Risk Management, Caseflow and Data Collections, also ensuring the ongoing health and future of these products. The digital capabilities are core to how the FCA functions, representing processes that ingest and process data, alongside core Case Management (Salesforce), which alone is used by over 2500 employees. The digital products in scope are core to how we authorise, supervise and enforce over 45,000 firms, process over 800,000 regulatory submissions annually and form the "golden thread" across how we operate, in a fully cloud based environment.

This role will develop and maintain cohesive technology and digital roadmaps covering all systems\platforms within Digital Systems to keep the FCA's IT relevant and secure. Also responsible for IT development and run across the FCA for the department, ensuring that it is delivered efficiently and effectively, providing value for money to the FCA, to SLAs in accordance with FCA standards.

This role also has the additional responsibility to own a Community of Practice and Quality Engineering teams to drive professional excellence across the division/DTI and provide career development opportunities for the staff that sit within that Practice. The role, working alongside other Heads of Department and Leadership teams, will be driving DevSecOps practices across external and internal teams, alongside working with Product owners across the FCA.

Key responsibilities:

Own and be accountable for the management of the Product Teams that sit within Digital systems (this extends to 3rd parties, internal digital teams and matrix management of resources) Ensuring attendance and contribution at key management meetings, DTI SLT and Digital Product SLT, as well as providing necessary input across the wider DTI group as well as the FCA, ensuring the Digital Transformation is embedded across the FCA Developing departmental strategic plans, and ensuring successful implementation that aligns with the strategic priorities of DTI, with metrics and measures that demonstrate continuous progress Overall accountability for all Product Groups in terms of the direction and implementation of continuous improvements to support the progression of products in the respective product groups Responsible for ensuring that service is maintained across all of the above Product Groups as well as being responsible for product architecture delivery and alignment to the FCA Enterprise Architecture. Successful delivery includes: providing stable and up-to-date products, ensuring future change initiatives are prioritised, providing a single point of accountability for product delivery, as well as exceptional customer service. Taking lead on programmes that sit in Digital Product portfolio, that may include Accountable Executive or Sponsor responsibility, and Lead Partner/supplier for FCA wide initiatives Reporting published in line with Directorate standards, including DORA metrics and other published data. Lead on taking action to build plans that deliver and improve metrics, working with internal and external stakeholders Establishing effective prioritisation and scheduling in order to ensure deadlines are met across the Product Teams, working cross-functionally and collaboratively at all times, focused on clear and deliverable product roadmaps that ensuring optimum output, effective and timely delivery. Establish and manage the new Community of Practice, including building the professions within the Practice including development and maintenance of the methodologies, standards, policies and artefacts for those professions. Capability development of their members which will improve and increase capabilities of staff through access to education and training opportunities in the workplace, through outside organisations, or through mentoring in role.

You will lead a department of talented and committed people, working collaboratively on significant projects and programmes. You'll get exposure to a broad range of matters and will contribute to both the divisional and the wider FCA's senior leadership team, helping to shape and influence the organisation's strategy.

Skills/Experience required

Minimum

Experience of working in a large standards-based corporate environment where ability to work to tight deadlines is important Experience of managing a DevSecOps capability within a complex environment Demonstrate technical depth and awareness of current and future technology trends

Essential

Experience of structured Project Management methodology in a waterfall, Agile and DevSecOps environments Stakeholder management, including collaborating and leading with functions across FCA, and other Regulatory partners Credible leader who is able to adapt style to build strong relationships with senior leaders collaborate across the organisation and use various techniques to facilitate change. A strong leader who leads by example to produce a creative, disciplined, and professional environment: motivating and leading a diverse team across a broad portfolio during considerable change; supervising highly qualified managers, attracting top talent and role modelling FCA behaviours. Proactively shape, own and deliver high performance outcomes for the Product Teams objectives, as well as working collaboratively with members of the DTI leadership team. Strong relationship management skills and an understanding and awareness of organisational-wide issues. Drive innovation in IT development and the delivery of IT Services Experience of working in an environment where performance delivery related targets are set and benchmarked. Lead/Manage a team of up c60 staff (in addition up to 500 3rd party resources). Thinking creatively and having a high level of resilience, including leading teams through Change

Desirable

Experience of a Service Integration and Management (SIAM) operating model in a multi supplier or outsourced environment Experience in Risk Management Methodologies Financial services industry experience

Useful information

The closing date for this role is on 18 June This role can be based in any of our office locations- London, Leeds, or Edinburgh Salary range between £135K - £170K + benefits and up to 12% non-contributory pension. If successful, you will be required to obtain and retain SC Clearance. We operate a hybrid working policy with an expectation all colleagues are in the office a minimum of 40% of their time. We expect senior leaders to spend a minimum of 50% of their working time each month in the office.
