Who we are:
Technical debt and legacy systems pose a significant problem for government digital delivery.
The CDDO Legacy Programme is tasked with building a consistent mechanism for identifying
and prioritising technical debt across government - ensuring that our priority systems across
government have the financial and technical support they need, and that the public sector
realises opportunities to work on a cross-departmental level to realise better economies of
scale.

This post holder will work in the CDDO Legacy Programme, playing an influential role in
guiding and informing how the UK government understands, priorities, and manages its
technical debt.

About CDDO
The Central Digital and Data Office leads the digital, data and technology (DDaT) function
for the government. We put the right conditions in place to achieve digital, data and
technology transformation at scale by working with departments, and other government
functions like commercial, project delivery and security professionals.

We are responsible for:
Digital, Data and Technology Strategy and Standards, like the Technology Code of
Practice, the Service Standard and Open Standards
Cross-government DDaT performance and assurance, including Spend Controls
DDaT Capability Development, including the DDaT pay framework
This role sits in the the Technology directorate, which is responsible for:
Technology Modernisation - including legacy and technical debt
Enterprise Architecture
Securing Government Services

What you'll do:

  • As the Legacy Technical Delivery Lead, you will:
  • Manage teams' and supplier's input to deliver successful projects
  • Provide performance and progress reporting to relevant boards to enable senior
- management to take the right decisions on prioritisation and delivery

  • Work with the CDDO Legacy Programme to develop a crossgovernment framework for
- understanding and tracking technical debt and legacy risk

  • Develop a detailed understanding of government departments' technology estates and
- architectures, including an in-depth knowledge of major legacy systems and the drivers
- of legacy

  • Research and use the bestpractises from departments and industry when prioritising
- legacy and technical debt

  • Respond on behalf of CDDO to requests for technical advice
  • Act as an ambassador for CDDO and represent its ambitions across government and
- the wider public sector

This role requires:

  • Experience delivering digital transformation such as transforming internal system or
- user-facing services

  • Experience working, and problem solving issues around technical debt or legacy
- systems

  • Experience working with Enterprise and Application Management tooling such as
- tools like Ardoq or LeanIX, or the CMDB systems such as in ServiceNow

  • An understanding of modern cloudbased architecture
  • Strong intellectual curiosity, and an interest in proactive research
  • The ability to clearly explain complex technology issues and an understanding of how
- they are relevant specifically to government

  • Excellent leadership, engagement and communication skills, with demonstrable
- experience in setting stretching objectives

  • Experience of being able to work at pace and adapt to changes in a dynamic situation
