The role

Explore the exciting opportunity to become part of Camden's private sector housing team. With a significant number of houses for multiple occupants, we have implemented a highly successful borough-wide HMO licensing program since 2015.

We seek a proactive and enthusiastic Environmental Health Practitioner or a graduate EHO on the path to Chartered status to join our HMO Licensing team. This team oversees HMO licensing within national mandatory guidelines and Camden's borough-wide schemes. Your responsibilities will include conducting inspections, drafting licenses and improvement plans to elevate properties to our current HMO standards, offering expert guidance to landlords, agents, and tenants, and representing licensing decisions in court. You should either be:

  • An Environmental Health Practitioner with EHRB Certification or Chartered status, or
  • A graduate holding a BSc or MSc in Environmental Health pursuing the CIEH's Chartered Practitioner Program. Candidates without EHRB registration or Chartered status will commence at a lower grade and corresponding salary until completion. The Council offers support, training, and coverage of fees for individuals enrolled in the Chartered Practitioner Program.

The ideal candidate will have a background in HMO licensing, comprehensive knowledge of the Housing Act 2004, and other relevant housing legislation to address substandard housing conditions and enhance quality standards. Proficiency in HHSRS, familiarity with house construction, and experience in HMO inspection and licensing are essential.

We seek a dedicated, adaptable, and self-motivated team member to contribute to our high-profile HMO licensing agenda. Your role involves autonomously managing casework, making timely decisions, and achieving set objectives. Strong negotiation, verbal, and written communication skills are crucial, alongside the ability to elucidate legislation, procedures, and requirements to diverse stakeholders such as landlords, agents, and residents. Proficiency in IT systems for information recording, monitoring, and communication is vital, with experience in relevant software systems being advantageous.
