Vattenfall Heat UK (VHUK) was established in 8 to build out city scale low carbon heat networks in selected core cities across the UK. VHUK is part of Vattenfall Group, the fifth largest energy company in Europe, which is wholly owned by the Swedish Government. Vattenfall has a mission to enable fossil free living within one generation, and all its projects and activities are focused on supporting the decarbonisation of the generation and supply of energy.

VHUK are working with Ameresco as the Strategic Partner for Bristol City Council (BCC) in the establishment of Bristol City Leap, a year concession to support the decarbonisation of the City of Bristol by 0. VHUK's role is to design, build, finance, operate and maintain low carbon heat networks across the city, providing competitively priced, low carbon heat to communities and businesses and delivering on an ambitious growth plan. VHUK will acquire the existing district heating assets constructed by the Council as part of setting up City Leap, and these will form the seed assets from which to expand the heat network into new areas. The assets will be held within a wholly owned SPV as a subsidiary of VHUK, known as Bristol Heat Networks Limited (BHNL). The BHNL board of Directors is composed of VHUK senior representatives. BHNL has no employees, with all services provided by VHUK under a Management Services Agreement.

VHUK are looking to appoint a new member to the BHNL Heat Network Advisory Panel (HNAP), a group of industry experts to provide market, community and industry insights related to the development of heat networks in Bristol, ensuring alignment with Bristol City Leap strategic goals, providing 'critical friend' support and challenge as well as championing the development of heat networks across Bristol. The HNAP is a requirement under the City Leap Concession Agreement and is part of the broader governance structure for Bristol City Leap, and minutes of meetings will be shared with the Council as part of their monitoring and reporting processes for the overall progress of the programme. The HNAP does not have executive decision-making powers and exists to provide independent counsel only.

Members of the panel will be acting as independent advisors to support the Board of BHNL and provide specialist insight and advice in the delivery of the Heat Network elements of City Leap over the coming years. The HNAP will be constituted in such a way that members between them have the range of knowledge, skills, and expertise to understand, scrutinise, comment on and add value to discussions relating to the development of the heat network and to provide advice to the board in the discharge of its duties. Candidates should have relevant knowledge and experience either in heat networks or potentially in related areas of the energy transition, and transferable professional skills, for example real estate development, major project construction and delivery, heat policy and regulation or financial and commercial matters. Members will bring strategic experience working with a public-private partnerships such as City Leap and will have a well-developed appreciation of the value of effective governance, risk management and financial control.

One of the three members will have a specific mandate to represent the vibrant Community Energy sector in Bristol, and will be approved by the Council as part of this broader recruitment process. This individual should be able to demonstrate an established and active presence within a relevant Bristolian community energy group(s), an understanding of local energy organisations, and the broader opportunities, models and challenges of successfully engaging with and funding Community Energy groups and projects.

The panel members will work together to deliver on the HNAP objectives, and consider a range of areas where it can provide input and advice to BHNL in developing the heat network opportunities and in discharging its obligations relating to Heat Networks, including:

Key Responsibilities/Duties:

Progress of the Heat Network build out against the Heat Network Plan included in the City Leap business plan. Provide an independent view on proposals made by VHUK on behalf of BHNL regarding the growth, maintenance and operation of the heat network assets. Performance against Heat Network KPIs included in the Concession Agreement and the Heat Decarbonisation Plan which sets out the route to decarbonise the heat network by 0. Provide feedback and ideas to enhance Heat Network project proposals in terms of additional input that could be provided by the Community Energy Groups. Propose projects that could be included in the Heat Networks Plan that may be developed or owned by the Community or which could benefit from the Community Energy Development Fund that will be established by Vattenfall and Ameresco as part of City Leap. Provision of feedback and commentary on the local community's perception and view on the way the Heat Network is being delivered and operated. Suggest opportunities for innovation in the development of the heat network. Take part in and or create opportunities to promote the Bristol Heat Network with key public and private stakeholders. Input into development of policy positions related to the Bristol Heat Network at a local, regional or national scale.

Your profile

Demonstrate experience of working in district heating or related sector and understanding of where the sector is heading, in terms of policy, infrastructure investment, and grant funding opportunities. Strong ability to work collaboratively and proactively in a cohesive manner with the other members of the HNAP, sharing relevant learning and information with each other to assist with their role as members of the HNAP. Excellent communication skills and willingness to represent the HNAP in meetings and events. Ability to handle commercially sensitive data or personal data with absolute confidentiality and abide by all laws, regulations and legislation in respect of such information (including the processing of any such information). Understanding of the tensions that may arise between meeting carbon reduction, social value, political considerations and public sector strategic objectives with commercial risk, financial viability and operational constraints and how to manage these in a constructive fashion. Ability to act as conduit for local businesses and supply chain that would like to be involved in the delivery of the City Leap projects.

Additional information

Terms of appointment:

The membership of the HNAP will include remuneration of £4, per annum. Reasonable expenses, including travel and childcare costs. Time commitment is estimated to in the region of 4-6 days per annum, including attendance at 4 x HNAP meetings, preparation time for review of quarterly reports and papers, ad hoc communication and potential attendance at other stakeholder meetings and events. The HNAP is expected to meet quarterly. Meetings will be in person in Bristol where possible, with the potential also for online attendance. Members will be asked to commit to a three-year initial term. Members will contribute as an individual and will not seek to represent any particular group, organisation or constituency (although it is acknowledged that they are likely to have additional interests and involvement). Members will ensure the work of the HNAP meets best practice standards of corporate governance, ethics and integrity. One of the members will be appointed as Chair by BHNL. Bristol City Leap is based in Bristol and meetings will where possible be held in Bristol, but may also be in London and/ or online. It is expected that candidates will be based in the UK.

Connected parties:

HNAP will employ the services of heat network professionals who are able to act independently of Vattenfall, BCC, Ameresco and City Leap. Any actual or perceived conflicts of interest should be identified during the recruitment process and raised with the Chair at each meeting. All members must declare any conflicts of interest that may be relevant to their role as a member of the HNAP as early as possible in the application process.
