Join ELWA as a Procurement Specialist

Formed in 1986, ELWA serves as the statutory joint waste disposal authority for the London Boroughs of Havering, Newham, Redbridge, and Barking & Dagenham.
These boroughs have a collective population of about one million people residing in over 400,000 households, generating roughly 450,000 tonnes of waste each year.
At ELWA, we take pride in our flexibility, agility, and innovation. We are currently seeking the right individual who can significantly influence the future of waste management services in East London.
ELWA's waste services are presently managed under a Private Finance Initiative (PFI) contract, set to end in December 2027. We are in the process of reshaping how these services will be carried out in the future.
To oversee the demobilization of the existing contract and the procurement of future services, we introduced the Procurement and Contract Expiry (PACE) programme.
This role holds great importance, as it involves managing one of the first major waste PFI contracts to expire on a national level. This could be a defining career moment for the right candidate, as many other organizations will seek to learn from our experience.
In 2023, we finalized the approach to procuring services to replace the PFI contract. As a Waste Procurement Specialist, you will play a crucial role in designing and executing procurement procedures that emphasize best value, social value, efficiency, and environmental impact reduction.
For this position, you will need:
- Practical experience in managing digital procurement processes and utilizing etendering portals.
- Strong project management skills to uphold ELWA's specified governance for the PACE Programme and ensure effective risk and issue management.
- Understanding of the waste and recycling market, with relevant field experience being a plus.
- Familiarity with incorporating social value and net zero principles into procurement projects.
Our goal is to minimize waste-related environmental consequences, such as greenhouse gas emissions, while creating opportunities for local community advantages and revitalization.
