The Role

We are recruiting a Head of HR Operations to be part of the newly established Independent Commission for Reconciliation and Information Recovery (ICRIR). In this strategically vital role, you will focus on developing our HR strategy and organisational design, considering effective recruitment and staffing models for management and operational staff, and implementing remuneration policies for the organisation.

This is an exciting opportunity for an ambitious HR professional to develop their career in a role where there's the opportunity to set policy, innovate and create tailored HR services for a brand new organisation. You will head up our HR Operations team, with responsibility for pay and reward, recruitment, and workforce planning. You will need to be highly strategic in your approach, ensuring our HR function supports our demanding delivery objectives.

You will use your knowledge and HR expertise to gain credibility, enabling you to support the senior management team in ICRIR. You will be solutions-focused, able to deliver at pace and confident to challenge. You will have a key leadership role and be a member of both the HR and wider Corporate Services Senior Management teams. Our staff are split across both our London and Belfast Offices, therefore some travel will be required.

Key Responsibilities

The main responsibilities of this role involve leadership and direction of the HR Operations team. Key responsibilities of the team include talent management, recruitment, and attraction, pay and workforce planning. Your work will involve:

  • leading, managing and inspiring the recruitment delivery team to deliver successful recruitment outcomes.
  • Developing the department's workforce planning capability, ensuring a planned approach to managing recruitment and deployment to support delivery against ICRIR priorities.
  • leading our pay and remuneration strategy.
  • Supporting the development and delivery of the workforce strategy to ensure we can recruit the best talent whilst meeting our diversity objectives.
  • Reviewing ways of working to ensure continuous improvement with HR processes.
  • Supporting our objective of having a diverse, inclusive and engaged workforce.
  • Providing accurate and up to date Management Information to support decision making and policy direction.
  • Managing the relationship with third party providers and ensure value for money.

Person Specification

Essential

  • Significant experience across a range of HR disciplines.
  • A track record of setting high standards and delivering results in a complex and demanding environment across business units.
  • You will be able to demonstrate how you can prioritise a portfolio of work proactively and be accountable for the delivery of the outcomes.
  • Excellent communication skills, including the ability to influence and engage to bring together individuals from across the business and wider group to deliver key objectives.
  • Demonstrate the values set out in the ICRIR Code of Conduct.
  • Willingness to be assessed against the requirements for CTC clearance, if not already cleared.

Desirable

  • Chartered Member/fully qualified member of the Chartered Institute of Personnel and Development (CIPD), or willing to work towards attaining this qualification.
  • Experience of strategic workforce planning.
  • Experience of establishing a new organisation.
