Our newly formed Projects and Property Team is looking to recruit a Valuer who will be vital in supporting the transformation and development of the estate of the council through its Strategic Asset Management Plan.

About the role

The Council is transforming its estate through rationalisation and investment to enable new ways of working; from staff relocation to delivering vacant possessions for redevelopment all aligned to the corporate commitments for an open, fairer, and greener North Somerset. You will be key in providing estate management/valuation support to help drive forward our transformation agenda and delivering sustainable, inclusive, and low carbon growth.

You will support the delivery of the Council's Strategic Asset Management Plan including the development of the Corporate Landlord Model of estate management. In addition, you will support the provision of a Valuation and Estate Management Service covering Valuations, Landlord and Tenant and all aspects of managing the Council's Commercial, Agricultural & Housing Estates.

You will work collaboratively with contractors, colleagues across the organisation, and with our partners in North Somerset, to ensure all our assets are well managed and delivering the expected outcomes.

About the Team

North Somerset Council declared a Climate Emergency with the aim to be carbon neutral by 2030. The Strategy is supported by wider strategic plans and objectives including the Economic Plan and the Joint Local Transport Plan. Offering significant opportunity to be involved in cross council working and to make a significant contribution to meeting carbon neutrality by 2030.

The newly formed Projects and Property Service will be front and centre in delivering the outcomes from its Strategic Asset Management Plan for the council. Supporting and enabling sustainable and inclusive growth and ensuring we maximise the placemaking impact of our assets and projects.

As well as the chance to take key roles in the council's most complex and high-profile schemes, the Projects and Property Team will give you opportunities to transfer skills and knowledge learned and take on further responsibilities to progress along your chosen career pathway.

About you

You will be an accomplished team player who will be an advocate for change and innovation, put customers first, work well with others and get things done. You will have knowledge and experience of the property and asset functions which could include rationalisation and delivery of council accommodation, acquisition and disposals, landlord and tenant activities, mixed use development portfolio and contribution to capital projects of a range of values.

You will also:

  • Be a qualified and practicing member of the Royal Institution of Chartered Surveyors with significant post qualification experience,
  • Be a registered Valuer,
  • Hold a Degree/ Diploma or other appropriate comparable qualification in a property related discipline/RICS accredited,
  • Have experience gained post qualification in either a public or private sector valuation and property related sector,
  • Have relevant property related statutes and professional standards including Landlord and Tenant Acts / Law of Property Acts / Town and Country Planning acts / RICS and International valuation standards,
  • Be familiar with planning application submissions,
  • Able to negotiate s106 planning and development agreements,
  • Competent in the preparation of schedules of condition and dilapidation claims.
