About the role


We need someone motivated to tackle climate change who has the skills to handle a variety of tasks working with others and alone.

The Project Officer will lead WinACC's retrofitting project Winchester Area SuperHomes.

Winchester Area SuperHomes provides a non-profit expert service that helps homeowners to plan and install measures that will reduce greenhouse gas emissions, and make their homes more energy efficient and comfortable.

The service began in May 2021.

SuperHomes, led by the charity National Energy Foundation, has two Project Officers, one in Petersfield and one in Winchester, to recruit participating households, liaise with them, coordinate and monitor overall progress against their plans, identifying where action is required to make sure the project is a success.

Purpose of the job
The Project Officer will lead WinACC's retrofitting project Winchester Area SuperHomes, which is funded until end October 2023.

We hope to secure funding for the project to continue beyond this date for further work on retrofitting homes and potentially on other ways to cut use of fossil fuels, such as community renewable energy.


Priorities for the role


At present, we have funding to offer the postholder a fixed term contract for a period up to current project completion at the end of October 2023, with a possibility of extension, depending on funding.


Project Officer Responsibilities

  • Lead final development and completion of Winchester Area SuperHomes in Winchester District
  • Promote the service and raise awareness of SuperHomes benefits to homeowners
  • Recruit homeowners to participate in Winchester Area SuperHomes
  • Recruit homeowners for openhome plus online information and advice dissemination events
  • Recruit contractors to become Trustmark accredited
  • Assist homeowners with accessing grants and subsidies
  • Carry out customer surveys to gauge satisfaction and impact
  • Liaise with Petersfield SuperHomes (PASH) Project to deliver effective efficiency opportunities to achieve best outcomes when relevant
  • Alongside the Winchester Area SuperHomes Project Board, find opportunities to develop retrofit work in the county, retrofit of community buildings, or other issues related to Community Energy or large scale solar developments.
  • Supporting and managing people working on this project in WinACC, including volunteers, contractors and support staff if any
  • In all activities the postholder must observe WinACC policies and safeguard the reputation of WinACC.

Key Tasks

  • Work with our partners and WinACC's Communications Manager and the project's Management Board to deliver the Winchester Area SuperHomes marketing plan
  • Organise a variety of inperson and online marketing events (for example, market stalls, public meetings, open house days etc.)
  • Plan and execute mailshots and publicity.
  • Ensure good customer relationship management systems are in place so that people get a quick and appropriate response to their communications
  • Customer liaison & support including arranging appointments, meetings, surveys, monitoring progress, troubleshooting
  • Manage budgets and financial reporting
  • Ensure that work plans are set, progress against plans is monitored, and identifying where action is needed to ensure plans are implemented
  • Report on progress against plans, and recommending remedial changes where needed

Project Officer Person Specification

Essential:

  • A strong motivation to help our community tackle climate change.
  • At least 3 years work experience.
  • Evidence of ability to learn and think strategically
  • Competent and selfstarting, able to work alone or with others.
  • Able to handle a wide variety of tasks.
  • Excellent written and numerical skills.
  • Comfortable working with common IT platforms, Word, Excel.
  • Understanding of the use of social media.
  • Some experience of retrofitting or domestic energy efficiency.

Desirable:

  • Experience of public facing roles.
Demonstrable ability to work with people of different ages and backgrounds.

  • Experience of creating and using systems for managing work.
  • Experience of community working.
  • Willing to acquire new knowledge and learn new skills.
