Key accountabilities

Security Control Centre Operations Manager

This role involves operationally managing the SCC function delivered by the supply chain partner. Being a main stakeholder in all governance regarding the SCC. Ensuring the SCC supplier provides the service as expected while being the main point of contact for estates and operational delivery colleagues on SCC matters and reporting. Working closely with the internal supply chain managers to ensure a joined up smart client approach to supplier management.

Security Control Centre Data Manager

Managing the Data Controller function within the DWP Estates SCC team. Assisting in planning and designing the new data controller function within Estates prior to go live. Ensuring requests for CCTV/Body Worn Camera footage from all internal and external stakeholders are dealt with in a safe, secure, compliant and timely fashion, while working with internal stakeholders such as the Right of Access Request and Counter Fraud & Compliance Directorate teams.

Key accountabilities
  • Support G7 National Security Lead SCC to develop requirements for physical security across the DWP Estate, along with integration to the Security Control Centre (SCC)
  • Assist on the development of SCC process mapping, workflows, and reporting lines, alongside DWP Stakeholders and the SCC Supplier
  • Assist on monitoring the SCC Contract delivery, working closely with the Supply Chain Management team (Security and FM) and the departments integrator
  • Create lasting relationships with DWP Service Delivery supply chain partners to ensure the required service is delivered by our SCC Supplier
  • Supporting DWP Estates security managers, Physical Risk & Security Team, supply chain management team, and Estates field managers to ensure all SCC functions are delivered to the required standard and within the required timescales
  • Manage the relationship for Service Delivery with DWP commercial teams regarding any SCC contract changes and/or required improvements
  • Work with the SCC Supplier to encourage change and innovation
  • Work in partnership with DWP SD Security managers to support the Estates contribution in the National Security Review, ensuring the relevant security systems within buildings are integrated into the SCC and reported in the review
  • Assisting in the delivery of the SCC security contract, systems, and manned guarding provision, through mobilisation and into operational implementation
  • Ensure any new security systems are commissioned to the SCC within agreed timelines and fully functioning
  • Assist any Service Delivery security related projects where connection may be required for new security systems to the SCC
  • Assist in and undertake appropriate governance with the SCC provider, ensuring the use of escalating and reporting structures within DWP to inform appropriate stakeholders of SCC performance
  • Participate in and inform on SCC stakeholder engagement while ensuring appropriate comms are disseminated to all required areas of responsibility
  • Track, create and assure all reports that come from the SCC, while working with the SCC supplier and other department stakeholders to ensure any data/reporting required is provided
  • Management of the Data Controller function within the SCC team, ensuring access requests are triaged and delivered on time and securely
  • Remain alert to emerging issues and trends which might impact your work area, identifying risks and resolving issues efficiently
  • Analysing and using a range of relevant, credible information from internal and external sources to support decisions
  • Act as a point of contact for escalation of SCC security delivery issues, escalating issues as required to internal security stakeholders and risk teams while ensuring that any remedial actions are taken and applied
  • Maintaining regular interface with the SCC Security Supplier to provide direction and support on Estates Service Delivery requirements (Business as Usual (BAU) and future initiatives)
  • Management of the Data Controller function within the SCC team, ensuring access requests are triaged and delivered on time and securely
  • Championing and communicating new initiatives impacting on the Estates Field Team and DWP Operational Team
  • An analytical mind with the ability to take a broad overview of the complexities around the existing Estate and determine a proportionate cost-effective response to replacement systems and equipment
  • Provide representation within Security Digital Networking forums to provide input into projected initiatives/projects
  • Foster a one team approach to managing security amongst DWP stakeholders to ensure a security focussed environment
Person specification

Essential Skills, Knowledge & Experience
  • Proven experience in a security/operations delivery role, in particular the area of delivering/managing security/FM requirements within a large complex environment
  • Demonstrable experience in a FM/premises/property related role aiding in programme role out and management of supply chain partners to achieve goals
  • Understanding and application of current legislation governing the security provision across a large organisation
  • Proven track record of formulating security related operating practices using either physical or technical security solutions
  • CAFM and management information reporting experience supporting programme roll out and BAU site operation
  • Experience in providing detailed reports and presentations for a range of DWP and supply chain stakeholders
  • Working effectively and in partnership with supplier partners and subject matter experts to ensure best and appropriate course of action
  • Making risk-based decisions prior to determining the most appropriate intervention

Hybrid Working

This job role is suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

STAGE 2 - INTERVIEW

All candidates who are successful at the sift stage will undertake a single virtual video interview.

The interview will follow a blended approach which will help us assess candidates Behaviours and Strengths.
