Responsibilities: Head of Property Services

  • To contribute to the development and improvement of all services to customers. Provide strategic, corporate, operational and professional business and commercial advice with regards to property services.
  • Ownership, development and implementation of the Property Services Strategy; having overall responsibility for the general upkeep and maintenance of all properties, in line with our Asset Management and Compliance Strategies.
  • Development and implementation of the Environmental Strategy in line with legislative requirements and targets.
  • Work with the leadership team to ensure financial viability through appropriate strategies, considering the organisation's risk appetite.
  • Ensure that the Property Services department demonstrates a commitment to value for money, and the drive for continuous achievement of high-quality customer services in all that it does.
  • Be the named representative, having overall responsibility for Health & Safety and Compliance, collaborating with our Health & Safety consultants and colleagues to ensure that all Health & Safety and compliance regulations and legislation are adhered to.
  • Work with the leadership team to ensure that the company is a leading provider of housing and property services, for both current and future customers and is positioned to anticipate and respond to the changing external environment, appropriate opportunities and evolving internal priorities.
  • Provide the overall strategic and operational direction for Property Services; leading the teams to deliver all repairs, voids, planned works, property lettings and compliance on time, to budget and to agreed quality and customer satisfaction - including disrepair cases.
  • Further develop and implement the Asset Management and Development Strategy in liaison with external consultant/s where necessary.
  • Own and develop the capital investment programme in line with Asset Management strategy.
  • Ensure Property Services are customer focused and aligned to deliver the current and future requirements of the business.
  • Ensure that Property Services meet regulatory, legal, audit and best practice standards and requirements.
  • Work closely with the operational management team to develop and continuously improve the property services provision, ensuring the effective and efficient delivery and implementation of new programmes and initiatives and that we meet our statutory obligations and contribute to the overall objectives.
  • Oversee the team in carrying-out property inspections and surveys ensuring all information is incorporated into responsive maintenance programme and the implementation of a planned maintenance programme in line with company agreed lifecycles.
  • Provide leadership, direction, and guidance for the directly reporting management team and through them for all colleagues within the Property Services directorate; ensuring that performance is effectively managed; development and support needs are identified; and services to customers continuously improve.
  • Oversight of stock control management and inventory checks.
  • Accountability for setting and managing and reviewing the Property Services budget.
  • Accountability for risk management and review for Property Services
  • Accountability for identifying, setting, measuring and monitoring key performance indicators for the Property Services department; implementing meaningful KPI targets for the department; ensuring that team members are fully engaged in the performance outcomes that are required and are supported and coached to deliver them; producing regular performance monitoring reports and taking action where necessary for performance improvement and to be responsible for meeting any requirements highlighted through audits; reporting to the leadership team on a monthly basis.
  • Lead ad-hoc projects as required dependent upon business need.
  • Attend emergency situations outside normal working hours, if necessary.

Knowledge / Experience: Head of Property Services

  • A track record of successful leadership and management of a property services function in a customer-facing organisation.
  • Good working knowledge of building construction, building regulations and health and safety legislation.
  • Evidence of successfully leading a team at a senior level.
  • Experience of leading and managing change and creating a culture of continuous improvement.
  • Evidence of inspirational leadership, successful performance management, business partnering and an entrepreneurial approach.
  • Experience of delivering high standards of customer service to all customers, internal and external.
  • Experience of managing and overseeing all aspects of H&S and Compliance
  • Business/commercial values & insight, value for money
  • Financial experience/ budgetary control
