Spatial Planner - Midlands

Your new role
We currently have an exciting opportunity for a Town Planner /Trans,port Planner to join our team in the Midlands region. Based at any of our Midlands offices this role will be a mix of home and office working, with an expectation of attending our central Birmingham office at least once per week.
You will play an active and responsive role in the planning system by taking a proactive approach, helping to ensure that new developments are well located and planned for, and the travel demands they create are also managed and sustainable for the strategic road network.
You will work with local partners to understand and address the transport impact of spatial planning aspirations and with developers to identify what works are necessary on the network to mitigate the transport impact created.
What you'll be leading on
Cooperating with Local Planning Authorities and relevant stakeholders in the development of local plans and strategic growth plans.Discharge our statutory responsibilities within the planning process, including the commissioning of specialist consultant support where necessary.Apply specialist knowledge to evaluate the potential impact and implications of the more complex planning applications on the Strategic Road Network to enable a measured, robust and informed response to ensure the safe and efficient operation of the SRN is maintained.Manage ongoing liaison with key external stakeholders, through attendance at local planning meetings and other planning or discussion forums, providing evidence-based and transparent guidance and advice on future local plans, as well as sharing information of Highways England's emerging strategies and future development works for the region.Attend and represent the Region at public examinations, appeals and public inquiries. Work closely with internal and external partners to identify and secure funding opportunities for improvements to the network in support of economic growth e.g. through developer contributions or the Growth and Housing fund.

To be successful
Demonstrable experience and understanding of spatial planning and associated legislation including development managementProven practical understanding of the complex requirements of infrastructure development programmes and the prioritisation of needs in order to develop, manage and maintain a safe and efficient world-class assetQualified Town Planner or Transport Planner, or equivalent professional experience (Chartership or willing to work towards is desirable)Experience of working with local planning and highway authorities, local enterprise partnerships within a political landscape supported by evidence of working successfully with a wide range of officials within such external stakeholder organisationsExcellent stakeholder management, both internally and externally

Job Purpose
To proactively engage with Local Planning Authorities and prospective developers to discharge Highways England's spatial planning and statutory duties, including assessing impact of plans and applications on the strategic road network.

Key Accountabilities
1. To cooperate with Local Planning Authorities and relevant stakeholders in the development of local plans and strategic growth plans.
2. To discharge our statutory responsibilities within the planning process, including the commissioning of specialist consultant support where necessary.
3. To apply specialist knowledge to evaluate the potential impact and implications of planning applications on the Strategic Road Network to enable a measured, robust and informed response to ensure the safe and efficient operation of the SRN is maintained.
4. 5. To attend and represent the Region at public examinations, appeals and public inquiries.

7. To prepare, write and present reports, often of a complex nature, which make recommendations or explain detailed regulations related to planning and development management.
8. To work closely with Route Managers and Network Planning in Strategy & Planning, to ensure the Region's future programme takes into account local and 3rd party planned developments in the Region.
9. To coach, mentor and support the development of Assistant Spatial Planners.
10. To assess the health, safety and welfare risks to colleagues, stakeholders and the supply chain when undertaking the role and contribute to improvements which minimise the risk to their wellbeing.
11. Approval for regional development planning applications.
12. Recommendations for changes / amendments to local authorities' plans and proposed 3rd party developments on or around the SRN.

Person Specification
Business Knowledge and Experience
* Demonstrable experience and understanding of spatial planning and associated legislation including development management
* Proven practical understanding of the complex requirements of infrastructure development programmes and the prioritisation of needs in order to develop, manage and maintain a safe and efficient world-class asset.
* Good commercial and financial acumen
* Capable of promoting the organisation's reputation through positive contribution to complex agendas whilst managing stakeholder and customer expectations.
* Effective partnering skills
* A proactive approach to building trusted relationships across all parts and levels of an organisation and with stakeholders.

Functional / Technical Skills
* Qualified Town Planner or Transport Planner, or equivalent professional experience (Chartership is desirable)
* Relevant health & safety qualification(s)
* Awareness and knowledge of duties to be discharged through relevant statutory and regulatory duties, operational standards, service delivery manuals, requirements and guidance
* Experience of working with local planning and highway authorities, local enterprise partnerships within a political landscape supported by evidence of working successfully with a wide range of officials within such external stakeholder organisations ?
* Knowledge of sustainability principles and the application of sustainable development
* Experience of commissioning and managing consultants efficiently to achieve desired outcomes
