Purpose of the post

Ensure that the people of Gwynedd are at the heart of everything we do.

Assist the Building Safety and Planned Maintenance Manager to ensure that the Council's Compliance procedures and Health and Safety policies are followed to ensure that the Council's corporate buildings are suitable for use.

Ensure that the Council has a full picture and understanding of the condition of its buildings.

Support site managers to complete their duties in terms of managing and maintaining Council buildings.

Responsibility for functions

Equipment - Measuring equipment, camera, mobile phone, etc.

Main duties

Assist with managing and developing Council procedures to ensure Compliance with Health and Safety legislation in relation with Council property.

Carry out thorough Property inspections of Council buildings, in consultation with the users of the buildings.

Interpret the results of the service reports, and use the information to help draw up the Property inspections.

Interpret the data around demand for work and use the information to help draw up the condition inspections.

Support the preparation of programmed maintenance work.

Regularly update and analyse the data on the condition of the building stock.

Valuate and create a brief to commission programmed and compliance work.

Lead and advise on the Council's right to work procedure.

Ensure that site managers are aware of their maintenance responsibilities as agreed in the service level agreement.

Ensure that site managers are aware of the issues identified in the condition survey which are their responsibility to act upon, and monitor that they undertake the work to a set standard and on time.

Ensure that the Council's information systems are updated following any work to a building.

Commission work by other teams within the Council, and from external consultants.

Prepare work specifications and designs, and appoint contractors and/or consultants, in accordance with the Council's financial regulations.

Commission consultants to add value when required. Analyse the recommendations of the consultants, come to conclusions and act appropriately.

Inspect work to ensure that it reaches the required standards in accordance with health and safety regulations, and represents value for money, including undertaking the role of the Clerk of Works on some plans.

Follow the Council's guidelines with regard to commissioning and managing contractors.

Advise employees on sites on what to do when there are problems with the buildings.

Interpret information and decide on the best route in terms of implementing.

Commission contractors, and follow Council guidelines with regard to commissioning and managing contractors.

Use support that adds value if you do not possess the skills and knowledge to resolve the issues yourself.

Gain an understanding of the demand for the service through evidence.

Act on the evidence to improve and develop the system and change the nature of the demand.

Identify obstacles to effective and cost effective service provision, and provide support in removing obstacles.

Ensure that quality is an integral part of every step of the work.

Occasionally, deal with invoices from contractors and follow the Council's financial systems.

Make decisions based on the expertise level required for the work.

Ensure that work is planned and delivered to a high standard of safety.

Responsibility for self-development.

Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

Operate within the Council’s policies in relation to equal opportunities and equality.

Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.

Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused

Special circumstances

There is a requirement to work from other Council offices as required. The maintenance service is a 24/7 service, and the team members will be part of a rota to provide a service outside normal office hours.
