Job Purpose / Overview:

Hinkley Point C is the Nuclear New Build under construction in the South West of the UK. It aims to supply a whopping 6 million homes with sustainable energy. A Work Authorisation & Permit to Work Manager to be based at Hinkley Point C Nuclear power station. They will be responsible for ensuring statutory and regulatory compliance, Company and Client policy and procedural compliance and have the utmost regard for staff, contractor, and public safety. The Work Authorisation & Permit to Work Manager will be responsible for the on going development, management and maintenance of the electronic Construction Work Authorisation and Permit System (P2W) that is being used to control and coordinate activities, to allow the safe execution of works on site at Hinkley Point C.

Contextual Information:

Operating Environment Working as an integral member of the HPC Construction Team, the Work Authorisation & Permit to Work Manager will be responsible for managing a dynamic team of professionals, ensuring that the Work Authorisation and Permit System is fully implemented on the construction site, and is used to effectively coordinate and control work activities to enable works to be executed safely efficiently and to the specified quality.

Framework & Boundaries The site-based management role holder will work with the NNB Construction, Safety and Delivery Teams, Tier 1 and DMIC Contractors within the HPC Site. They will ensure all Work Authorisation and Permit to Work requests are reviewed by the Team, permits to work are issued to ensure safe working procedures are implemented, applied, and monitored to ensure compliance with the required processes and Standards.

Principal Accountabilities: • Manages the day to day permit to work office operations to ensure Work Authorisation & Permit to Work processes are followed, to ensure Method Statements, Risk Assessments and other attachments have been reviewed and verified by the Permit Team, prior to the issue of documents, authorisations or permits to work. • Ensure compliance documentation is in place, accurate and appropriately filed to assist with internal and external auditing and KPI benchmarking. • Assist in site scheduling and co-ordination of works • Develop and maintain a good working relationship with the HPC Site Construction, Safety and Technical Teams, providing key data for performance management to Senior Managers. • Develops and implements any new procedures with Construction, Safety and Admin Teams • Proactively communicates with NNB departmental and other contractor Senior Managers to maintain good communication links • Contributes to weekly and monthly reports as well as issuing and maintaining performance and KPI indicators • Manages Contractor Partners expectations when identifying competent persons for training as HPC Permit Acceptors. • Accountability for ensuring all authorised persons under the NNB Permit to Work process are identified as competent by their employers. • Ensures the structured training programme for Permit Acceptors is relevant and compliant with the latest legislation and regulations. • Establish and maintain close links with HPC Project Managers to ensure that Contractors work within their issued work instructions, risk assessments and permits to work. • Liaise closely with Permit Office Assurance Officer to deliver compliance to relative HPC Standard. • Provide detailed audit reports with findings. Identify non-conformities and provide corrective action measures to prevent re-occurrence. • Review and amend Standards, specifications, policies and procedures for approval. • Ensure accurate registration and record keeping of all legislative requirements in conjunction with the client and principal contractor i.e. (Audit registers, Awareness training registers, all office inspection related registers). • Line Manager responsibilities for the Permit to Work Team • Operational responsibilities for the Permit to Work support Team (Mechanical-Electrical-Radiography-Buried Service Co-ordinators etc)

Knowledge & Skills:

Essential • Full understanding of UK Health and Safety regulations – in particular the Construction (Design and Management) regulations 2015 (CDM) – and how they are applied to a construction environment. • General professional qualities such as accuracy, tenacity, result-oriented and teamwork-oriented attitude, diplomacy • Good organisational skills • Ability to work independently and be proactive • Excellent communication/interpersonal skills notably within various levels of the organisation and externally • Discretion - Confidentiality when dealing with sensitive information • Extensive knowledge of electrical or mechanical industry best practice • Extensive knowledge of legislation relating to the control of construction based hazards and risks associated with the execution of a major infrastructure project.

Desirable • Knowledge and practical experience of the administration of an Electronic Permit to Work System or associated Safe Systems of Works. • Knowledge and experience of managing Civils, Mechanical & Electrical installations by multi disciplined contract partners. • Knowledge of French considered an advantage

Qualifications & Experience Essential • Holds Mechanical or Electrical degree or similar qualification where it can be evidenced that management of safety was a core module of the qualification. • Engineering or process driven background required • NEBOSH Diploma or industry recognised equivalent • IOSHH Managing Safely in Construction • Experience in multi-discipline Construction Works, interface management and co-ordination of contractors and workstreams.
