Head of Primary Care Partnership Development

The postholder will sit within the Primary Care directorate, reporting to the Managing Director of Primary Care. They will be directly responsible for the relationship development, ongoing management and liaison with a number of key partners associated with primary care, the directorate governance and leading on or supporting, a number of projects/programmes, as appropriate.
The postholder shall lead on primary care governance, business and financial planning, policy development and implementation. This includes supporting the Managing Director of Primary Care, Associate Medical Director for Primary Care and the Director of Delivery to co-create with partners, and have oversight of the operating plans for primary care, assurance framework, an annual business and investment plan and management of the directorate's corporate functions.
Main duties of the jobThis role will also require the post holder to lead key projects in response to and in support of the implementation of the Managing Director's priorities. This will require a wide range of skills, flexibility and confidence to take on varying responsibilities, often with minimal oversight. The postholder will also need to respond to ad hoc requests from the Associate Medical Director.
Working in a matrix way with the Business Manager to the Managing Director and the within the wider primary care directorate, the post holder will have responsibility for the business support structure for the directorate, ensuring a seamless and connected support function for the primary care senior management team.
In addition, the post holder will play a key role in supporting the Managing Director, Associate Medical Director of Primary Care and the Deputy Director of Primary Care Development to drive forward the work of the Primary Care Collaborative and respective provider groups.

Person Specification Knowledge, training and experience- Educated to Master's degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
- Knowledge of primary care, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
- Significant experience of successfully operating in a politically sensitive environment
- Evidence of continued professional development
- Experience of co-ordinating projects in complex and challenging environments
- Experience of managing risks and reporting
- Experience of drafting briefing papers and correspondence
- Experience of monitoring budgets strategic reports and business planning processes linked to organisation primary care priorities and responsibility for establishing how these are implemented.
- Understanding of the healthcare environment and the public sector
- Highly developed communication skills with the ability to communicate on highly complex matters and difficult situations
- Ability to communicate with primary care clinicians, academic leads and all levels of staff effectively
- Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
- Able to create and give presentations to a varied group of internal and external stakeholders
- Ability to analyse complex issues where material is conflicting and drawn from multiple sources
- Capability to act upon incomplete information, using experience to make inferences and decision making
- Numerate and able to understand complex financial issues combined with deep analytical skills
- Knowledge of financial systems e.g. monitoring budget management, processing invoices and procurement.
- Demonstrates sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate
- Skills to provide leadership, vision, strategic thinking coupled with highly developed political skills
- Experience of setting up and implementing internal processes and procedures.
- Capability to manage own workload and make informed decisions on difficult issues in the absence of required information, working to tight and often changing timescales
- Ability to work on own initiative and organise workload, allocating work as necessary, working to tight and often changing deadlines.
- Ability to demonstrate a high level of expertise in providing senior leadership
