As part of the Strategic Transport business area within the Transport Policy service, the National and Regional Lead will be taking forward policy, strategy and projects across strategic transport, to meet Council and wider Stakeholder aims and objectives, and support the Oxfordshire vision.
The role will lead and act as principal contact for national transport policy, planning and strategy, working with the DfT, National Highways, Rail Industry/East West Rail, amongst other bodies. This will include coordinating Oxfordshire input to emerging policy and consultations.
There will be a need to ensure that officers and members across the council are kept up to date and engaged on National and Regional transport policy and programme, initiatives and proposals, in a fast-moving and complex policy context.
There will also be a responsibility for ensuring that National and Regional strategy is considered and integrated into OCC policy and practice, including the opportunity to input and assist with further development of the Council’s Local Transport and Connectivity Plan (LTCP).
Working closely with the Operational Manager the role will deliver relevant parts of the Service Delivery Plan, and with colleagues across the Council embed the systems to achieve continuous improvement, establish challenging performance goals and report progress.
We’re looking for someone who has knowledge of the framework for developing transport projects and policies in the UK, and awareness of best practice from around Europe and the world. Experience of the development and application of transport and infrastructure policy, as well as project and programme management techniques, will be necessary.
We want someone who has led projects, working in partnership with multiple stakeholders and that has the ability to think strategically and prioritise workload accordingly. This will include relationship management with other teams and directorates, utilising excellent verbal and written communication skills. Good knowledge of use of data from a wide variety of sources will help inform, develop and monitor policy and projects.
