Walsall Healthcare NHS Trust provides integrated acute and community Healthcare in the West Midlands serving a population of 260,000 residents. Walsall Manor Hospital houses the full range of district general hospital services. The £170 million development was completed in 2010 and we are continually upgrading. Construction of the new integrated critical care unit was completed in 2018, extension of a Neonatal Unit and an approved plan to build a brand new, state of the art Emergency Department which commenced in 2021

Job overview

The Governance team are looking for a motivated and skilled individual to join the team. This is an exciting opportunity to broaden your skills and understanding of Governance. The post holder will work with the Care Groups to deliver governance systems and processes including those for risk management, investigations, clinical audit, NICE, national guidance and compliance. The post holder will work within Care Group management teams to facilitate cascade and follow up of governance work streams and compliance. The post holder will be self motivated, a good communicator and demonstrate effective organisational skills in working to deadlines.

Data gathering, collation, analysis and report writing will form a key part of this role and candidates should be able to demonstrate a high level of skill in this function.

Training and orientation will be available, however prior knowledge or experience of Governance drivers and transferrable skills would need to be demonstrated.

You must be adequately functional in Microsoft Office packages and able to take on new systems as needed in the role. The post holder will report to the Divisional Governance Advisor.

Main duties of the job

• The primary duty of the post holder is to work with the Divisional Quality and Assurance Managers to ensure that the Trust can be assured that Quality and Safety targets are being monitored and that any risks associated with them are identified. To provide support assurance processes throughout the organisation.

• The post holder will be responsible for maintaining and updating an evidence library for key targets and ensuring that all policy and documentation required as evidence is appropriately managed and maintained.

• The post holder will work closely with the Divisions to promote and identify actions for governance issues, monitor incidents and serious incidents, agree remedial plans, audit plans, record actions and risk issues, ensure key themes and learnings from incidents, complaints and claims etc...

• The post holder will work with the Divisions by facilitating mock assessments, critical friends visits and interviews with staff, building working relationships to support the Trust with compliance to regulations and standards.

• To work with colleagues to ensure that assurance principles and outcomes are put into practice and embedded across the structure and functions of the organisation.

Detailed job description and main responsibilities
• To provide assistance to the Divisional Quality and Assurance Managers in respect of key external inspections and reviews by bodies such as Commissioning Groups and NHSE/I. Assistance will include evidence gathering, facilitating meetings and other project support as determined by the Quality and Assurance Manager and Director and Deputy Director of Assurance.

• To work with the Quality and Assurance Managers to ensure compliance with the regulatory framework i.e. Care Quality Commission regulations and standards and identify best practice or other national guidance and support their implementation across all service areas.

• To co-ordinate serious incident investigations and work with Investigating Officers to collate statements, gather medical records etc and to ensure that SI's are completed within the required timeframe.

• To support the work of the Divisional Quality and Assurance Managers and clinical leads to identify areas of risks around standards of care, developing monitoring action plans and review/collation of supporting evidence.

• To support the work of the Divisional Quality and Assurance Managers and clinical leads in implementing the Clinical Audit Programme for each division including advising services on audit collection tools, design analysis.

• to work with the Divisions and Divisional Quality and Assurance Managers to identify, develop and facilitate the dissemination of good practice, guidelines, learned experience and policies throughout the organisation.

• To support the divisional leads to adopt and localise national guidance e.g. (NICE) and support their implementation across all service areas.

• To assist the Divisional Quality and Assurance Managers on the generation of reports produced from analysis of Divisional and Care Group level data and information in order to feed into and inform patient safety and safety improvement work.

• To produce reports as required for the Trust committees / groups and Trust Board.

• To assist in facilitation at workshops, staff induction programmes, away days and other events.

• To participate in Care Group meetings

• To assist with any other governance work as deemed appropriate by the Divisional Quality and Assurance Managers, Director and Deputy Director of Assurance.

Person specification

Qualifications and Training
Essential criteria
  • Educated to GCSE level in Math's and English
Desirable criteria
  • Educated to A level standard or equivalent
  • Preferably educated to Degree level in a health or quality improvement field
  • IT qualification minimum ECDL or equivalent or willingness to undertake
  • Evidence of Continual Professional Development and self directed learning
Experience
Essential criteria
  • Demonstrable experience of working within a healthcare setting in a role with responsibility and decision making.
  • Ability to organise and communicate details of meetings and training events
Desirable criteria
  • Ability to write reports for circulation within teams and directorates.
  • Ability to collect and analyse data so that it is understandable to the lay person
Skills, Knowledge and Abilities
Essential criteria
  • Demonstrable knowledge of the functions of commissioning and provider services in the NHS
  • Workable knowledge of the principles of clinical governance, clinical audit, clinical risk and clinical effectiveness
  • Ability to design and format databases using excel
  • Demonstrate ability to initiate meetings, follow up contacts and complete actions within context of current workload
Desirable criteria
  • Workable knowledge of NICE
