James Andrews are delighted to be working closely with a Chief Executive of a small Housing Association in Manchester who are seeking to appoint an Compliance Manager on a permanent basis. The position is due to start immediately, with working hours of 35 hours per week, Monday Friday, 9:00am – 5:00pm.
The appointed candidate will be responsible for the effective management of H&S processes in home and housing schemes, ensuring the organisation is compliant with statutory obligations and meets best practice standards.
The range of duties which are covered include:
- Lead and manage contracted partners who deliver health and safety work programmes. Assist in providing, monitoring, and addressing management & performance information, service delivery and contract compliance to drive improvements in service delivery
- Lead, manage and administer the gas, fire safety, asbestos surveying and register, electrical installation certification contracts, lift maintenance and legionella testing, ensuring appropriate levels of performance, and collaborative partnerships are achieved
- Be the named officer having specific responsibility for ensuring all properties in the association’s ownership have in place a valid CP12 gas safety certificate and a valid electrical certificate and appropriate records are kept across all areas of compliance
- Procure, tender, manage and monitor service contracts including quality inspections involving tenants
- Undertake contractor appraisals for quality assurance and value for money purposes
- Act as the point of contact for tenants related to the health and safety work programme. This may require visiting and carrying out pre and post inspection of work in our homes and blocks, handling enquiries and complaints and monitor satisfaction to inform improvements
- Ensure operations comply with statutory responsibilities, including all areas of health & safety
- Work with the Operations Director to set budgets for your areas of responsibility and monitor the performance against the budget raising concerns and acting when the performance becomes out of line with the forecasts
- Ensure all targets and performance indicators in your area of operation are met and take improvement action when this is not the case
Experience and skills required:
- Recognised qualification in one or more of the key risk areas (gas, fire, legionella, asbestos and electrical)
- Specialist knowledge of the above key risk areas including legislative requirements
- Must have an excellent understanding of Social Housing landlord compliance – gas servicing, asbestos, electrical testing, legionella, fire safety and lifts
- The ability to communicate effectively orally and in writing with a range of stakeholders
- Must have a car or be able to travel to properties within Manchester
