This is anopportunity for an emergency preparedness/resilience professional to join NHSDorset in a dynamic varied role leading on Emergency Preparedness Resilienceand Response (EPRR) and supporting the System Coordination Centre (SCC). Thispost will work closely alongside the existing EPRR Senior Lead supporting theHead of Operations and EPRR in ensuring the ICB delivers its responsibilitiesas a category 1 responder under the Civil Contingencies Act. The postholderwill support colleagues in the SCC with maintaining system resilience in theface of operational pressures and/or incidents.
This is anexciting role, working in a small, effective team, operating 365 days tomaintain the resilience of Dorset's healthcare system, ensuring compliance withthe EPRR Framework and core assurance process.
Main duties of the job
Thepostholder will have responsibilities across the breadth of health EPRR andwill be exposed to a wide range of tasks across the different dimensions ofEPRR including; planning, training and exercising, response and recovery.
A key aspect ofthis role will be building and maintain strong relationships across the wideremergency management structures in Dorset. You will engage with the LocalResilience Forum (LRF) as a representative of NHS Dorset and support the LocalHealth Resilience Partnership (LHRP).
Working with theEPRR team you will deliver training on principles of EPRR to colleagues acrossNHS Dorset and support the production and delivery exercises to test theresilience of the healthcare system working with NHS providers including SouthWestern Ambulance Service (SWASFT).
Working within the Operations Directorate you will work in amatrix style responding to the needs of the healthcare system. You will be partof the Incident Coordination Centre team and required to respond within theparameters of NHS Dorset when an incident is declared.
You will be required to work on a seven day per week model,typically covering one weekend per month, subject to the needs of theorganisation. You will be a team player, capable of managing your own workload,juggling priorities and maintaining robust situational awareness.

Job responsibilities
JOB PURPOSE
The post holder will have a dual role ofsupporting the System Coordination Centre (SCC) as well as leading on EmergencyPreparedness Resilience and Response (EPRR) for the ICB as part of a teamsupporting the Accountable Emergency Officer (AEO), so that the ICB deliversits ICB Strategy responsibilities as a category 1 responder under the CivilContingencies Act (2004). This will include:
Provide subject matter expert (SME) advice andsupport to internal and external stakeholders during both the planning andresponse phases to incidents, including to Directors on-call. Tobe a central point of information for EPRR queries and information, coordinatethe information cascade from official channels out to ICS providers and keyleads and ensuring our incident leadership group and on-call teams have theright intelligence for decision making. Ensure that the organisation andany-subcontractors are compliant with the EPRR requirements as set out in theCivil Contingencies Act 2004, the NHS Act 2006 (as amended) and the NHSStandard Contract, including the NHS England Emergency Preparedness, Resilienceand Response Framework 2015, and the NHS England Core Standards for EPRR. Delivery of robust plans at both anorganisational and system level so that the organisation is properly preparedand resourced for dealing with an incident. Working with the Head of Operations and EPRRdeliver the Dorset ICS Annual EPRR Assurance Process. This includesself-assessment of NHS Dorsets arrangement and engagement with all Dorset NHSproviders, including SWASFT on behalf of co-commissioners in theSouthwest. Be an effective member of the EPRR, SCC andwider UEC Team and operations directorate and promote matrix working across allareas of the directorate, with the wider ICB directorates and with otherpartners. Working on a seven-day rota model (0800-1800) toact as SCC Lead providing mandated function under the System CoordinationCentre Specification 2023.POST SPECIFIC, TASKS ANDOBJECTIVES
Emergency Planning, Resilience &Response
Provide specialist leadership and advice to thesystem for matters pertaining to EPRR, often adopting an evidence-basedapproach. Act as a contact for the system for EPRR. Buildthe effectiveness of NHS Dorsets response to EPRR and resilience, researchingkey information and preparing and presenting appropriate briefings and reports. Provide SME on the development and revisions ofintegrated emergency plans with a broad range of organisations across the ICSincluding ICB emergency plans; building in learning from previous incidentsthrough the analysis of impact on the local system. Co-author and update the ICS Incident ResponsePlan and EPRR Framework. There will be an expectation to manage andsupport individuals whether as a line manager or indirectly as part of the EPRRworkstream. Lead and Chair meetings internally in the systemregarding EPRR as required. Develop action cards to support the ICB on-callfunction and the Local Resilience Forum (LRF). Oversee the production of real-time andhigh-quality information as required, including ensuring the organisationprovides timely responses pertaining to the EPRR workstream and ensure thelocal system uses this information and learns lessons from the findings. Informationcollation and distribution. Including maintaining an accurate andcontemporaneous account of all incidents.Preparation of briefings,summaries and reports to include making rapid changes to plans and actioncards. Facilitate the ICB on-call process including preparationof Weekend Briefing pack for the ICS and delivery of F2F weekend briefings forICB Director, Manager and Communications on call colleagues. Assist the planning and provision of a modulartraining programme, as part of the process to ensure that all appropriate staffin the ICB (including on call) are trained to a suitable level in relevantaspects of emergency planning. Undertake continual programme of training needs analysisrelating to EPRR. Support the EPRR assurance processes, ensuringthe local acute and community providers meet pre-set national EPRR corestandards, supporting them to improve standards. Take responsibility for maintaining specialist knowledgeof EPRR as this continually develops locally, regionally andnationally.Through close working with colleagues at NHS Dorset,continuously improve the standards of emergency planning. Keep abreast of new national and regionalpolicies, and guidance on emergency planning, interpreting this for theorganisation and implementing changes as necessary working in collaborationwith the other EPRR Leads across the system. Assist in the arrangements for ICB participationin multi-agency exercises such as annual LRF TCG and NHS England Regional exercises.Partake in both live and tabletop EPRR exercises. Attend appropriate training, webinars, andconferences to build skills and knowledge in this speciality area. Maintain comprehensive and accurate records ofevents and training in relation to EPRR including a continuous log of postincident and exercise improvement. Partake in lessons learned both from within andexternal to the organisation relating to incidents. Deal with queries in relation to EPRR from otheragencies and system partners and to propose solutions to complex situations. Understand and comply with the requirements forhandling sensitive information. Including providing support to the annualupdate of the Data Protection Security Tool Kit and provision of Privacy ImpactAssessment for EPRR activity. Be a highly visible, internal representative ofEPRR, who must always be professional and business-like in interactions withexternal organisations. Includingrepresenting NHS Dorset at NHS EnglandSouth West EPRR workshops, Incident Management Teams and other events andmeetings as required. Assist in the development of EPRR relatedMemorandums of Understanding with key partners including NHS England. Support delivery of Business Continuity Planningfor the Operations Directorate, NHS Dorset and across the ICS. Ensure that the organisation, any providers theycommission, and any sub-contractors have robust business continuity planningarrangements in place which are aligned to ISO 22301 or subsequent guidancewhich may supersede this.SystemCoordination Centre
Promote and support robust communication andengagement across NHS Dorset andprovider organisations. Act as SCC Lead on weekends, workingindependently with system partners to manage operational pressures andescalation. Build and sustain effective relationships andcommunications with a wide range of stakeholders, including GPs, practicemanagers, patients, members of the public, commissioning clinicians,commissioning managers, social care professionals, local authority members,public health, service providers, other statutory and voluntary agencies, andthe wider community. Develop action cards to support the SystemCoordination Centre and wider system. Understand and comply with the requirements forhandling sensitive information. Including providing support to the annualupdate of the Data Protection Security Tool Kit and provision of Privacy ImpactAssessment.
