JobSummary:

To coordinatethe daytoday operation of the Boroughs 24hour CCTV system inaccordance with the scheme s code of practice operationalprocedures and statutory regulations. Day to day running of theCCTV control room presently monitoring over 500 cameras coveringthe borough. This includes the management and running of theLewisham Homes CCTVsystem.

To maintain andsupervise both the CCTV monitoring and maintenance contracts forthe borough along with any other technical issues for the scheme.This includes supervising of the CCTV operators and maintenanceengineer while onsite.

To support theperformance of the monitoring and maintenance contractors theefficiency and effectiveness of the monitoring and maintenancestaff to ensure meaningful compliance with the monitoringcontracts.

To improveoperational use of the system evidence gathering increased workingwith the police and other Safer Communities Service partners andimprovement of performancemanagement.

To support thecouncil police lead Council officers and external partners inincreasing the scope and effectiveness of the CCTV serviceprovision.

KeyDuties/Accountabilities:

Ensure that allevidential digital material and subsequent viewing is carried outin a way acceptable to its use as evidence in a court of law andthat procedures guidelines and Codes of Practice are constantlymonitored to ensure that they have not been affected by courtjudgements.

Identify anddevelop intelligence links in collaboration with Police and otherappropriate internal and externalagencies.

Advise allrelevant agencies and LBL departments on the operation andadministration ofCCTV.

Monitor andevaluate the effectiveness of the CCTV scheme the performancemanagementagreements.

Attend meetingsrelated to any aspect of CCTV operation and deal as appropriatewith mattersarising.

Responsible forthe security and health & safety of the control roomincluding viewing room and Lewisham Homes monitoringoffice.

Responsibleofficer for all aspects of compliance with legislation relating toCCTV operation including the UK General Data Protection RegulationAct Data Protection Impact Assessment Data Protection Human Rightsand Freedom of Information. Providing codes of practice andguidance to control room staff relating to relevantlegislation.

Responsible forthe security of all stored images and ensuring a proper audit trailto support that for courtpurposes.

This postprovides a service to Council services Lewisham Homes the Policeretailers and the community within the areas covered by CCTV inassisting with the prevention and detection ofcrime.

The post willhave a very close relationship with the ASB Licencing and tradingstandards teams within Safer Communities Service the police on adaytoday basis and other council departments such as EnvironmentalCrime and Parking Services assisting with enforcementissues.

On occasionCCTV is represented at residents meetings and neighbourhood watchgroups where specific problems have arisen where CCTV may be ableto provide some assistance in solving the problem. This willinclude representation at Lewisham Homes public meetings. This iswhen the ASB/CCTV operational Manager cannotattend.

The CCTV Seniorhas daytoday responsibility for the control room staff and allaspects of running the CCTVUnit.

There are 5control room staff provided by an external contractor and at anyone time there can be up to 2 operators within the control roomcomplex. The manager is the responsible council officer for theirhealth and safety compliance with all the legislation that appliesto the CCTV operation and ensuring they act within thoseregulations and other codes ofpractise.

Ensure that allstaff have had the correct training and have been properly vetted.Deal with any immediate discipline/welfare matters whilst they areon site to be followed up ASB/CCTV operationalManager.

EssentialExperienceRequired:

Experience ofsupervising staff preferably in a Crime Reduction or SaferCommunities Servicecapacity.

Experience ofproducing briefing notes to go to the Safer Communities Servicemanagementteam.

Extensiveexperience of multiagency or partnershipworking.

Experience inresearching and communicating technical advances in CCTV technologyto ensure an ongoing modernisationprogramme

Excellentgeneral knowledge CCTV and contractmonitoring

Good workingknowledge of technical issues within the controlroom

Good knowledgeof local authority duties powers and services in general and howthese relate to CCTV strategies andactivities

Organised andable to supervise staff on a 24/7 service. Ability to motivate andmonitor staffperformance.

Additionalinformation tonote:

This role willrequire a Standard DBS but we also require the candidate to bevetted by the Police to the level of NPPV 1 NonPolice PersonnelVetting in order to work within the Councils CCTV control room. TheCouncil will undertake this vetting process on the successfulcandidates behalf but they must be made aware they have to passthis process to start and remain in therole.

This role willinclude regular out of hours working to undertake enforcementfunctions of the role and complete compliance inspections.Candidates must be available to work routinely outside office hoursincluding evenings nights and weekend working on a rotabasis.

Must be able towork in the community and work in a mobile fashion across the wholeborough

Undertakeunaccompanied site visits asappropriate.
