KEY AREAS OF ACCOUNTABILITY

:

Monitoring and Evaluation 

Manage the UPC MEAL Plan in alignment with BHA MEAL guidelines; proactively identify any risks or issues, and collaboratively problem solve with consortium members to address  Manage the UPC Indicator Tracking Table (ITT) based on the BHA indicator definitions and provide regular technical support to consortium members to ensure clean, valid data in the ITT Support post distribution monitoring activities, ensuring that tools and processes are consistent to allow collation of data for program monitoring, learning, course-correction and improvement  Perform regular joint field visits with consortium members MEAL staff to support high quality data collection and to verify the accuracy of reported data Lead the coordination of BHA required third party monitoring (TPM) visits, and provide in-person support for the TPM visits, in the south and east regions of Ukraine Lead the evaluation of the project based on the donor requirements and DAC criteria through developing the evaluation ToR, effective communication with the consortium members, and providing all the necessary technical support and facilitation to ensure successful evaluation of the project

Outcomes and learning 

Provide technical support to consortium members for measuring the required outcome indicators In collaboration with the Consortium Director, lead the development and facilitation of Lessons Learned workshops and implement a systematic way of documenting and disseminating lessons learned to help increase program level knowledge and improve future interventions In collaboration with the communications team, identify data analysis and learning that can be promoted in briefers and case studies for external sharing 

Support accountability systems to facilitate stakeholder feedback and participation 

Coordinate with consortium members to ensure effective feedback and response mechanisms are in place to support accountability to affected children, adult and communities in alignment with BHA guidelines Coordinate and liaise with Accountability staff from consortium members for all required reporting and to ensure donor requirements are met

Reporting

Provide technical support on the data analysis and learning that is included in all donor reporting, including monthly, semi-annual, and annual reporting Consolidate and verify that all data from consortium members are accurate for donor reporting  Lead on the development and distribution of the MEAL dashboard for the Steering Committee and relevant working groups

Leadership and capacity building

Build strong relationships with all consortium members, including providing tools, expertise, and other support to ensure that the MEAL Plan is understood and delivered with high quality and reliability Manage, facilitate, and support action points of the MEAL working group Provide capacity building for consortium member staff based on identified needs and gaps 

QUALIFICATIONS

Bachelors degree in statistics, demographics, public policy, international development, economics, or related field; Masters egre preferred  Fluency in English (C1 level), Ukrainian, and Russian, both verbal and written Commitment to Save the Children values

EXPERIENCE AND SKILLS

Essential

4 years relevant professional experience, with minimum 1 year of experience providing technical MEAL support to external partners or stakeholders  Experience managing data for at least one of the UPC technical sectors: protection, shelter, WASH, cash assistance  Professional proficiency in MS Office suite, including PowerBI Demonstrable experience designing and conducting quantitative surveys and qualitative studies, including calculating sample sizes, selecting a sampling methodology, developing data collection tools and training enumerators Demonstrable experience conducting quantitative and qualitative data analysis and interpreting results, and experience using statistical software Experience using KoBo Toolbox, ODK or other mobile data collection software Ability to travel to southern and eastern regions of Ukraine for business purposes Highly developed interpersonal and communication skills including building relationships, influencing, negotiating, and problem solving Demonstrable success in self-directed and results-driven initiatives with a strong focus on supporting others Demonstrable success in handling multiple competing priorities and working well within tight timelines Ability to write and present complex data analysis, interpretation, and trends in a compelling manner for a variety of audiences
