The role is a 12-month fixed term position which provides an operational manager the opportunity to gain experience within W&C services. This may be a fantastic opportunity for a band 7 to gain leadership skills at a senior level and be directly accountable to the Divisional Director of the services. The role is banded as an 8a as there will be a clear 12 month work plan attributed to the role with priorities set by the Directorate Manager. The role will be supported by the Directorate Manager for Women's services and The Divisional Director for Women and Children's.

Accountable to the Divisional Director and working closely with the divisional professional teams the post holder has responsibility for the business performance of the Paediatric and Neonatal Services. Ensuring that performance targets and strategic objectives are met, including managing capacity and demand in order to achieve targets. Developing a strategic approach to service improvement and best clinical pathways the post holder will support process design and produce business plans/business cases to support development within the Division.

Main duties of the job

Ensure improved quality of care, maximise efficiency of service delivery, and optimal performance and productivity in the delivery of assigned service areas by:

- Ensuring patient flow pathways and processes are designed to meet operational best practice and eliminate waste, inefficiency and delay;

- Ensuring designed pathways and processes are consistently applied in practice;

- Ensuring that teams/staff engaged in the pathways are achieving maximum productivity within their available time.

About us

The Countess of Chester Hospital NHS Foundation Trust provides services to West Cheshire and to Welsh patients covered by Betsi Cadwaladr University Health Board. The Trust works collaboratively within the wider Cheshire and Merseyside Health and Care Partnership. Its services are provided from three locations:

The Countess of Chester Hospital: providing 438 general and acute beds. Ellesmere Port Hospital: providing 56 beds as a rehabilitation, intermediate and outpatient facility. Tarporley War Memorial Hospital: a base for community services which serve the local rural population.

The Trust employs over 6258 staff (headcount) which includes temporary bank staff and provides acute emergency and elective services, primary care direct access services and obstetric services to a population of approximately 407,000. This includes 357,000 residents in Chester and West Cheshire which includes Ellesmere Port and Neston as well as the Deeside area of Flintshire which has a population of approximately 50,000.

The Trust is a busy district general hospital and in 2022/2023, there were more than 503,342 patient attendances (inpatient, outpatient and diagnostic) ranging from a simple outpatient appointment to major cancer surgery. This is an increase of nearly 10,000 compared to the previous year when there were 494,387 patient attendances.

Person Specification

Knowledge and experience

Essential

oSubstantial senior management experience in a medium size organisation, preferably within healthcare management oEvidence of continuous professional development oComputer literate to ECDL standards or equivalent oExperience of contract and target management and delivery oExperience of financial and budgetary management including experience of negotiating contracts oExperience of people/HR management oProven ability to analytical skills and managing and analysing information and data oAbility to network and seek out best practice pathways oAbility to lead, motivate and develop staff oExcellent written and verbal communication skills including the ability to deliver clear and professional presentations to all levels of staff

Qualifications

Essential

oRecognised management qualification or relevant management experience oEducated to Degree level or equivalent, or evidence of ability to work at that level;
