Job summary

We are looking for an experienced, proactive procurement professionals at the East of England NHS Collaborative Procurement Hub in our Clincial Services and Corporate Services category.

You will have the ability to manage stakeholder engagement and work collaboratively with our partners in NHS Procurement in Partnership, across the regional and national landscape of NHS procurement.

Excellent interpersonal, communication and analytical skills, along with strong project and procurement management experience are required.

The role is hybrid, with time split between the Hub's office based in Cambridge and remote working. Some travel within the East of England region is required along with occasional travel to other areas.

Main duties of the job

Based in our Corporate Services & Clinical services category, you will use your specialist procurement knowledge to develop and deliver innovative services and frameworks for clinical services, managed services and statutory and non-statutory services and identify opportunities for collaborative procurement.

Supporting stakeholders, health systems and individual NHS organisations, you will have a broad ranging remit which includes delivering strategies, supporting customer projects, providing advice and maximising cost efficiencies within Integrated Care Systems and NHS Trusts.

The successful candidates will demonstrate category and market knowledge within at least one of: clinical services, managed services, statutory services or non-statutory services.

Person Specification

Education and qualifications

Essential

Member of Chartered Institute of Purchasing and Supply (CIPS) or appropriate professional institute or relevant experience. Evidence of continuous professional development. Recognised project management qualification or equivalent experience.

Desirable

MBA or equivalent in-depth senior level experience.

Experience and knowledge

Essential

Significant relevant senior procurement experience, including knowledge of structured procurement processes. Experience of producing and implementing procurement strategies Experience of managing multiple contracts to ensure best value for money and high service levels. Experience of relationship management with suppliers and customers Knowledge of market areas related to specific work categories. Category knowledge within all aspects of the market managed, including manufacturing and product knowledge and supply chain. Extensive and demonstrable knowledge of UK Procurement Directives and Commercial and Contract Law. Knowledge of Microsoft Excel to an advanced level to produce graphs; mathematical and logical formulas. Knowledge of risk management processes. Knowledge of the CIPS Supply Code of Ethics.

Desirable

Exposure to NHS/public sector procurement. Knowledge of procurement IT systems. Knowledge of software packages to produce correspondence, charts; graphs and presentations.

Skills and abilities

Essential

Excellent communication and interpersonal skills. Strong persuasion and influencing skills. Ability to manage and coordinate large and complex projects involving multiple personnel from different organisations. Ability to deliver projects to target (timescales and financial). Ability to analyse and evaluate data and make recommendations on the best value options for procurement and supply. Ability to lead and implement change in a challenging environment. Ability to produce organisational policies and guidelines for defined areas of responsibility (eg legislation) Ability to manage resources and financial risk. Ability to work at a level that has broad national policies and guidelines only and are interpreted by this post. Ability to challenge the norm and encourage other to think outside of the box and seek creative and effective solutions. Ability to manage and prioritise own workload and the workload of support staff. Ability to travel to rural locations to carry out post Meets tight deadlines in a fast-paced environment with high levels of performance. General use of mouse and keyboard, entering data and manipulating documents.
