Land & Partnerships Officer

Torus Developments is looking for a proactive Land & Partnerships Officer to play a key role in our development program, aiming to deliver over 5,300 new homes across the North West by 2025. With a substantial £900 million capital investment, this programme will generate £250 million in sales income and secure £150 million in grant funding.
In this role, you will be instrumental in identifying land opportunities, preparing bids, and monitoring developments to support the delivery of our strategic goals. Reporting to the Land & Partnerships Manager, you will contribute to multi-tenure development and sales strategies that align with Torus' long-term objectives, helping us grow as a leading land-led developer in the Liverpool City Region and beyond.
You will also provide essential support to ensure the team meets its objectives, including professional services and administrative tasks where required. While based in Warrington, this role may involve travel to various locations as you work collaboratively to secure opportunities and drive the success of Torus’ ambitious development plans.

Responsibilities:
- Maintain robust, reliable market intelligence, including monitoring strategic development opportunities and competitor activity in Torus’ growth areas, and feed this intelligence into reports, mapping, and area-based strategy as required.
- Develop and maintain a full understanding of Torus’s appraisals system, business plan assumptions, and internal procedures for investigating, reporting, and making bids for land and Section 106 opportunities.
- Complete appraisals for land and Section 106 bids in accordance with business plan assumptions, and make recommendations to the Land & Planning Manager on offer strategies, including gathering and collating market intelligence as needed.
- Keep a tracker of Section 106 opportunities and bids to gather intelligence and report on key trends.
- Identify new business opportunities for Torus in line with the Development Strategy.
- Support and, where relevant, lead feasibility and pre-contract work for development projects by collating information for design and development briefs, undertaking feasibility appraisals, and gathering input from internal stakeholders.
- Provide administrative support by coordinating and producing materials for, and records of, meetings.
- Lead the procurement and appointment of professional services for a range of development projects.
- Carry out relevant finance administration functions, including setting up purchase orders and administering payments.
- Collect and monitor information for performance reports against key performance indicators.
- Assist with pre-contract work for complex land-led development sites.
- Assist in preparing clear briefs, commissioning, and managing consultants on development-related land bids, in line with Group procurement and financial regulations.
- Prepare reports and, when required, present development approvals to the Development Approvals Group and Development Committee.
- Develop and manage excellent relationships with internal stakeholders such as Housing Management, Asset Management, the Support Network, and Sales Teams.
Skills & Experience:
- Educated to degree level or an equivalent level of knowledge gained through extensive and relevant experience within a similar role function
- Experience of conveyancing and contract administration
- A proven track record of collecting, analysing, and reporting on data to inform strategies and other key documents.
- Evidence of being capable of presenting and communicating information in a user-friendly manner to a range of audiences including internal and external stakeholders
- Evidence of an understanding of issues affecting the feasibility and viability of development (including factors such as housing markets, funding, site conditions)
- Evidence of an understanding of pre contract development process
- Evidence of co-ordinating and demonstrating the importance of value for money in everyday operations
