We are seeking anautonomous and dynamic Human Resources Practitioner to join our team. In thisrole, you will support both the Senior Manager People Services Transformationand Senior Manager Learning and Development and OD in delivering efficientand effective workforce-related initiatives and transformational projectswithin the ICB as well as the wider system

Main duties of the job

Collaborate with the Senior Manager Learningand Development and OD to deliver planned and unplanned projects, includinglarge-scale management of change and organisational transformation initiatives.

Design and facilitate bespoke OrganisationalDevelopment (OD) interventions, ensuring evidence-based approaches and tangiblebenefits.

Provide routine and non-routine OD support,using judgement skills and escalating matters when necessary.

Offer expert advice and guidance on Learningand Development options available to ICB managers and employees from local,system, regional, and national organisations.

Develop and implement best practice HR/Peoplestrategy, policy, and practice.

Provide specialist advice on all aspects ofHuman Resources and the NHS workforce agenda.

Build strong relationships with internal andexternal stakeholders, promoting collaborative partnership working andinnovation in HR and People services.

Lead a range ofdiverse People projects and programmesof work to help deliver the People agenda

About us

NHS Humber and North Yorkshire Integrated Care Board (ICB) is responsible for planning and arranging the provision of NHS services to meet the diverse health needs of a population of million people. Our area reaches over 1,500 square miles and includes the cities of Hull and York and the large rural areas across East Yorkshire, North Yorkshire and Northern Lincolnshire. The ICB is part of the Humber and North Yorkshire Health and Care Partnership, one of 42 Integrated Care Systems (ICS) across England to meet health and care needs, coordinate services and plan in a way that improves population health and reduces inequality between groups. The Health and Care Partnership comprises of NHS organisations, local councils, health and care providers and voluntary, community and social enterprise (VCSE) organisations.

Job description

Job responsibilities

The post holderwill have responsibility to support the Senior Manager Learning andDevelopment and Organisational Development in the delivery of planned andunplanned work and projects supporting large scale management of change,organisational transformation initiatives and processes from an OD perspective.

Aid in thedesign and facilitation of bespoke OD interventions ensuring an evidence baseand tangible benefits are realised using a range of available tools to supportthe work.

Use judgementskills to provide routine and non-routine OD, escalating matters when needed.

Offer support,advice and guidance on available Learning and Development options from local,system, regional and national organisations open to ICB managers and employees.

This will be achievedthrough the provision of specialist advice and guidance and the development andimplementation of best practice HR / People strategy, policy and practice.

The post holder will have responsibility for the provision of advice on matters relating to the work of the People Team and be an expert in all aspects of Human Resources and the NHS workforce agenda.

The People Services Transformation Manager will provide visible, credible and effective expertise in order to deliver a high quality service, forging strong relationships with stakeholders internally/externally, and building the reputation of collaborative partnership working and innovation in the provision of HR and People services.

Qualifications

Essential

Highly specialist level HR / People knowledge, training or experience of more HR specialist topics to level 7 and/or masters level acquired through degree and professional HR qualification/membership (Chartered Member CIPD). Expert knowledge of key current issues in the field of HR&OD and the ability to interpret and apply knowledge to the ICS workforce strategy. Evidence of post qualifying and continuing professional development Member of relevant professional body (CIPD)

Desirable

Extensive experience of successfully operating in a politically sensitive environment Coaching qualification at level 5 or above. Healthcare 360 Feedback facilitation accredited.

Skills and Competencies

Essential

Must be able to provide and interpret highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups Negotiate on difficult and controversial issues including performance and change. Proficient in IT and keyboard skills
